ECC is seeking a qualified
Project Manager - Fuels
for Petroleum, Oils & Lubricants (POL) facility projects for federal government clients . In this position you will:
Plan and direct activities of designated
POL Fuels projects
to ensure that goals or objectives of project are accomplished within prescribed time frame and funding parameters Create and review project proposal or plan to determine time frame, funding limitations, procedures for accomplishing project, staffing requirements, and allotment of available resources to various phases of project Ensure project safety and quality is properly incorporated into job planning and execution Establish the work plan and staffing for each phase of project fully understanding project scope and potential risks Arrange for recruitment or assignment of project personnel Confer with project staff to outline work plan and set goals, assign duties, responsibilities, and scope of authority Direct and coordinate activities of project personnel to ensure project progresses on schedule and within prescribed budget Generate status reports prepared in conjunction with project personnel and modify schedules and plans as required (i.e. weekly and monthly review) and prepare a monthly analysis Analyze cost and schedule problems and initiate new alternatives which will bring the project back on course, and initiate action to execute the plan Look for and analyze items with excessive costs Estimating skills desired Building schedules Technical approaches Manage Contractual agreements and change orders Prepare project reports for management, client, or others clearly keeping everyone involved aware of project progress and challenges. Confer with project personnel to provide technical advice and to resolve problems Manage issues and disputes between workers, clients, and subcontractor professionally and timely Ensure that submittals and progress payments are processed timely. Coordinates project activities with activities of government regulatory or other governmental agencies Manage supervisory responsibilities in accordance with the organization's policies and applicable laws In addition to the accountabilities above Other responsibilities, tasks, and deliverables may be assigned to the incumbent of this position Requirements
Minimum of 5 years of project field or management experience with POL fuels repairs / construction projects
with at least
2 years of project management responsibilities High school diploma or GED at minimum Preferred Qualifications
Experience in Petroleum, Oils, & Lubricants facility industry, engineering, including the management of engineering design, inspection, testing, and construction of POL facilities. Experience managing POL construction projects including fuels system deficiency repair projects. Demonstrated experience with project status reporting, financial tracking, scheduling, project correspondence and documentation POL system technical expertise and POL specifications to accurately and sufficiently communicate with customers, subcontractors and internal staff Client management background (air Force and Navy client experience preferred) Professional Engineering License (desired) API 653 certification for tank projects (desired) API 570 certification for pipeline projects (desired) Completion of "Construction Quality Management (CQM) for Contractors" course ECC targeted base salary range is $120,000 to $140,000 annually. Actual salary offered may be affected by education, training, certifications, experience, skills, level of responsibility, and location.
