Our Water Treatment Manager provides administrative, supervisory, and technical assistance for all operations required to successfully operate and maintain the components and equipment of the Water Treatment Plant to ensure potable water constantly meeting all Federal and State drinking water standards.
The salary range for this position is $111,019 - $160,978 annually with a hiring range of $111,019 - $135,999 annually, depending on qualifications and experience.

The City of Loveland is seeking a motivated and innovative Water Treatment Manager with excellent communication skills to join our team as the Water Treatment Manager. Our picturesque water treatment facility is nestled in the foothills between the Big Thompson River and Green Ridge Glade Reservoir. This position is responsible for ensuring compliance with Federal, State, and local regulations regarding water treatment of a 38 MGD conventional Water Treatment Plant. You will be overseeing a skilled and dedicated staff of certified water operators.

Essential Functions
* Facilitate effective flow of communication between water resources, treatment plant personnel, lab staff, and other department or City personnel.* Assist in yearly and long-term budget preparation.* Communicate and provide documentation and required reporting to CDPHE and coordinates all inspections.* Responsible for all QA/QC of CDPH&E reports for accuracy.* Serves as COL subject matter expert on water treatment for the facility. Will be key contact for training new personnel and will have extensive knowledge of our facilities.* Demonstrated track record of working closely with the raw water engineering team, assuring we are maximizing our water rights at all times while maintaining water quality.* Closely monitors all operating expenses relative to the budget.* Must understand all State and Federal rules, regulations, and laws as they relate to water treatment operations.* Provide guidance to the Lead Plant Operator and plant personnel in the areas of process control, plant operations, and equipment acquisition.* Perform work as a project manager overseeing studies and small capital projects at the water treatment plant.* Coordinate and perform studies internally with staff related to plant operations, collate and analyze the data from the studies to generate reports.* Must have knowledge and experience with water treatment plant SCADA operations.* Ability to provide input on water treatment plant master plans and capital improvements.* Manage service contracts for chemicals, materials, and maintenance.* Schedule work hours, vacation, and related plant coverage with Lead Plant Operator and plant personnel.* Ensure Technical Services support of the treatment plant and peripheral equipment by working cooperatively with Technical Services and the Lead Plant Operator in prioritizing, coordinating, designing, and implementing all repairs, replacements, upgrades, and preventative maintenance activities for all equipment at the plant.* Adjust plant operations to facilitate various maintenance related projects with the water distribution system including storage tanks and water booster stations.* Coordinate the creation, preparation, and transmittal of all internal and regulatory reports between the Water Utilities Manager and subordinate personnel.* Provide training opportunities and assistance to subordinate personnel.* Facilitate the development, implementation, and monitoring of safety programs.* Prepare annual operations and maintenance budgets.* Work closely with the Water Utilities Manager, Utility Accounting Manager, and Department Director in long-range related programs.* Prepare annual updates to 10-year, 5-year, and current year capital improvement plan budgets for water treatment plant projects.* Assist with project development, budgeting, and accomplishment.* Work with department project managers and consultants in plant expansion, upgrades, meeting regulations, and permitting.* Respond to complaints and inquiries from the general public.* Ensure compliance with all city, state, and federal procedures, regulations, and programs related to water treatment and storage.
Other Job Functions
* Work closely with other department or City groups with special projects.* Work closely with Lead Plant Operator and Technical Services Superintendent to improve treatment operations including risk analysis and mitigation.* Day to day working relationship with surrounding water districts and cities to ensure continuity of operations both pre and post emergencies.* Will maintain physical security of the raw water, storage and treatment facility.* Will work closely with the Technical Services Superintendent to ensure cyber protocols are maintained for all operations personnel and devices at the facility.* Knowledge of process control and unit process design.* Performs other duties as assigned.
Qualifications
Required Education: 4 Year / Bachelor's Degree in Engineering or related science field. An equivalent combination of education and/or experience may substitute for education requirements on a year-for-year basis.
Preferred Education: Master's degree may substitute for two (2) years of required experience.
Required Experience
*
5 years: Water treatment plant management or closely related experience OR 10 years of water plant operation or water plant process engineering experience* 3 years: Previous management or supervisory experience.
Preferred Experience: Specialized training or education in treatment plant operation and management desired.
Certifications
* Colorado Class A Treatment Plant Operator's Certification OR engineering degree with current Colorado Professional Engineer Registration with the ability obtain a Colorado Class A Certification within 4 years of hire.* A valid Driver's License
Knowledge, Skills, and Abilities
* Extensive knowledge of equipment, unit processes, procedures, and theories involved in the operation of water and treatment plants.* Extensive knowledge of applicable treatment standards, drinking water standards, and other regulatory permit requirements including NPDES.* Strong leadership, supervisory, and training skills.* Knowledge of chemical application in the water treatment process.* Ability to manage personnel, contracts, and projects.* Must be able to analyze technical reports, engineering plans, specifications, and submittals.* Read and understand process narratives and Process Control and Instrument Diagrams (P&IDs).* Must possess excellent communication skills and strong team-building skills with exceptional motivational skills.* Demonstrated training experience for operations level. Includes and not limited to assembling PowerPoint presentations and using videos to enhance operations level training at the facility.* NIMS 100, 200, 700, ICS 300 must be attained within one year of employment.* Able to work with LFRA and other agencies for scenario-based training and or emergencies.* Must be able to respond to the intersection of Highway 34 and Highway 287 within 30 minutes.
Physical Demands: Occasional strenuous to extreme physical effort that includes frequent use of heavy objects (e.g., 50+ pounds) and may also use heavy tools or require strenuous application in awkward positions.
