POSITION SUMMARY:
Responsible for coordinating and directing activities of the Center according to accepted standards. Responsible for the fiscal activities of the center. Works collaboratively with Charge Nurse (as required) to oversee the supervision and direction of nursing care and patient scheduling, according to the centers policies, procedures, and objectives. Responsible for management of all aspects of personnel, education of personnel, and administrative duties. Reports to Center Administrator and Governing Board. Works closely with the Governing Board and center staff in coordinating patient and staff service functions.
QUALIFICATIONS:
• Registered Nurse - Associates and/or Bachelor's degree required from an accredited college or university
• At least five (5) years of healthcare-management experience
• At least one (1) year experience in an ASC
• CPR certification and/or ACLS-PALS certification (as required by Center)
• Evidence of leadership qualities
• Strong ethical and moral character references
• Language skills adequate for high-level written, interpersonal, and telephone communication.
• Computer literacy
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Operations and Personnel Management:
• Demonstrates understanding of Center Policies & Procedures
Maintains current Policy & Procedure manual and reviews annually and as needed for accuracy and completeness
• Is familiar with federal (Medicare) and state regulations;
Verifies that state and federal laws and requirements regarding an ASC are met and documentation is current
• Analyzes impact of staffing patterns on ASC operations;
Monitors staffing FTE utilization and makes recommendations to promote cost effective staffing practices
• Works to maintain maximum utilization of procedure rooms
• Directs and participates in Center committees, ,meetings, in-services, and activities
• Provides input regarding short and long term goals of the Center
• Ensures Center is clean, facility is maintained per policy, accreditation and regulatory compliance;
Ensures equipment is clean, disinfected, sterile(as required) and operational at all times
• Monitors operational activities for effective and efficient management of daily operation
• Manages performance of services provided by contracted providers (e.g., pathology, radiology, housekeeping)
• Works collaboratively with Center Administrator to ensure ongoing completeness of the medical staff/allied health credentialing program; maintains confidentiality of credentialing files
• Evaluates suggestions, grievances, and processes to identify opportunities to improve performance and quality of care
• Analyzes data from quality assurance performance improvement program and prepares reports and action plans
• Attends all required education; Shares knowledge gained in continuing education with center personnel
• Participates in hiring, training, evaluation, discipline and termination of staff in accordance with local, state and federal laws
• Maintains daily time and attendance records, coordinates paroll activities; maintains confidential personnel files
• Ensures staff demonstrate the educational preparation, knowledge and skills necessary to provide appropriate patient care;
Ensures staff are cross-trained (as appropriate) to provide a productive and efficient work environment for all areas;
Arranges for CPR/ACLS completion and renewal for staff and physicians as needed
• Prepares or delegates staffing schedules in accordance with vacations, holidays, daily personnel assignments and duties
• Supervises, observes and coordinates the work of all center personnel; Counsels personnel and makes recommendations for salary adjustments, promotions and/or terminations
• Works to manage, analyze and evaluate the orientation, staff development, continuing education programs, inservice programs and performance of ASC staff
• Participates as a team member in patient care as needed; Makes rounds to verify that patient needs are met; Helps relieve staff for lunch rotation as needed
• Serves as liason between patients, families, nursing staff, office and medical staff for coordination of quality patient care
• Additional tasks as directed by the Governing Board
Communication Skills
• Maintains open line of communication with Administrator, Medical Director, Anesthesia Director, QAPI Chairman and Governing Board Members
• Demonstrates the ability to cooperate, work together, and communciate effectively with staff, physicians, Amsurg team and outside contacts/vendors
• Demonstrates ability to effectively present information, respond to questions and professionally interact verbally and/or in writing with Administrator, Center Directors, co-workers, patients, physicians and the general public
• Promotes positive and effective working relationships among Center staff, physicians and Amsurg team
Quality Assurance and Performance Improvement (QAPI):
• Oversees and ensures implementation and maintenance of Center's adopted QAPI program, Risk Management Program, and Infection Control Program; Assists in the implementation and maintenance of the center's adopted quality assurance performance improvement program
• Serves on the QAPI Committee; Serves as the Infection Control Officer or delegates to appropriate qualified staff member
• Assists in the implementation and maintenance of the center's adopted compliance program
• Actively contributes to the QAPI process and identifies his or her own role and contributions
• Ability to analyze data from performance improvement program, prepare reports, and develop action plans for
presentation to the QAPI Committee
• Coordinates with Medical Director ongoing and regarding event related Peer Review Processes
• Oversees Risk Management activities; Accounts for all incident reports, completes follow-up summaries and reports to QAPI committee; Responds to sentinel events, utilizes incident reporting system and works with Amsurg Risk Management resources as needed; Communicates ongoing and event related Peer Review processes with Medical Director
Safety:
• Implements best practices and regulations adopted, to provide safety in the workplace
• Monitors the Center's physical environment and initiates methods for maintaining safety, comfort, cleanliness, and efficiencies
• Monitors the care, cleaning, and required maintenance of equipment to maintain proper working conditions.
Identifies and evaluates need for items relative to trends, center personnel requests, and positive patient outcomes
• Works with the Safety Officer to resolve observed or suspected safety violations and hazards to ensure policy/procedure compliance
• Serves in the role of Disaster Coordinator and works with applicable agencies as needed
• Submits information to licensed (as state required) healthcare risk manager, for preparation of risk management reports
• Ensures OSHA regulations are met, clinical staff are educated, and supplies are readily available
Materials Management/Pharmacy:
• Identifies need for new/different items, in regard to trends and center needs, within budget allowances, to promote cost effectiveness, and minimize waste
• Promotes cost containment and efficient use of Center resources, utilizing Materials Management principals
• Analyzes and makes recommendations for potential cost-effective improvements within the center
• Ensures center is maintained to provide a comfortable and safe working environment
• Ensures adequate inventory and manages new product/equipment implementation
• Monitors and verifies required materials management documentation (i.e., purchase orders, invoices, delivery receipt etc.) are current and complete
• Engages Amsurg Materials Management/Procurement resources; Ensures appropriate purchasing practices are followed
Financial:
• Works with Center Administrator and Amsurg Operations Lead to monitor and analyze monthly operating reports (MORs)
• Promotes cost containment and efficient use of Center resources
• Assists in the development and implementation of capital and operating budgets
• Works with Center Administrator and other REC Center Directors to conduct cost benefit analysis to identify potential cost-effective improvements and make recommendations
• Works with Administrator and Amsurg Operations Lead to monitor and evaluate scope repair costs and other variable expenses
• Works with Administrator and Amsurg Operations Lead to monitor and evaluate per procedure metrics
