Summary
CGS Administrators provides a variety of services, under contracts with the Centers for Medicare and Medicaid Services (CMS) for beneficiaries, health care providers, and medical equipment suppliers in 33 states, supporting the needs of more than 20 million Medicare beneficiaries nationwide.
This is a new "Special Ops" team focused on our Durable Medical Equipment (DME) contracts. This Manager will have five (5) direct reports including 1 Business Systems Analyst and four (4) Developers. This Manager will work directly with Operational partners to lead and facilitate the requirements, build, and deployment of system enhancements. The efforts are primarily Workflow renovations and/or updates for performance efficiencies. The team will adhere to existing development and change management procedures.
Position Purpose Responsible for the technical and administrative direction of staff in the maintenance, analysis, design, programming, and implementation of application tasks and projects. Manage the technical support and troubleshooting of application related issues. Support senior management in ensuring understanding and alignment with the IT business strategy and long range planning for the overall company and IT business area. Description
What you'll do Responsible for recruiting and hiring, coaching and mentoring, monitoring and evaluation, and addressing all disciplinary issues in a timely manner. Encourage staff in creating and maintaining a work environment with high morale and employee satisfaction through support of professional development, training, career growth, and rewarding high performance.
Coordinate activities through direct and indirect staff. Manage support and development teams to meet scheduled milestones, and ensure project/program objectives are met in a timely and cost-effective manner. Oversee workload through scheduling, planning and assigning resources, technical direction, setting priorities and issue resolution. Ensure staff has access/knowledge to create/gather requirements and other documentation according to area methodology (scope, design etc.).
Work closely with customers to ensure business software development modifications and business software applications stay aligned with the IT software and infrastructure strategy. Interface with personnel in other IT departments or external to the company to synchronize activities, assess information systems needs and requirements, and encourage teamwork to resolve problems and implement software solutions. Review and approve project estimates, attend status meetings or conference calls, participate in requirements reviews and review project documents and status reports.
Work with teams to document, develop and analyze solutions and capabilities for improved IT procedures, alternate processing methods, communications, information flow, management reporting, and operational efficiency. Continually monitor processes and seek ways to improve and present solutions to senior management.
Maintain professional and technical knowledge of advances in applicable information systems requirements, development methodologies and life-cycle.
To Qualify for This Position, You'll Need:
Required Education:
Bachelor's degree required.
Required Work Experience:
7 years of related IT experience. Prior team lead, supervisor, or management experience OR equivalent military experience in grade E4 or above (may be concurrent).
Required Skills and Abilities:
Demonstrated flexibility for adapting to both changing business and client needs.
Excellent interpersonal skills with the ability to effectively communicate verbally and in writing with both technical and non-technical customers.
In-depth understanding of organizational functions, behavior, and inter-relationships.
Ability to establish and maintain effective working relationships with employees, clients, vendors etc.
Ability to assess requirements, alternatives, and risks/benefits for low- to high-impact projects.
Thorough understanding of the systems life cycle. Knowledge of principles, theories, practices and techniques for managing activities related to planning, managing, and implementing software projects and programs.
Familiar with project management concepts.
Required Software and Tools:
Advanced knowledge of relevant operating systems, programming languages, and development tools and their usage in the company.
We Prefer That You Have:
Experience with workflows.
4+ years' experience with .NET programming.
4+ years' experience with MS SQL.
