Title: Maintenance Operations Manager Structure and Bridge State Role Title: Transport Opertns Manager III Hiring Range: $73,944 to $120,159 Pay Band: 5 Agency: VA Dept of Transportation Location: Hampton Roads District Office Agency Website: www.virginiadot.org/jobs Recruitment Type: General Public - G Job Duties The Virginia Department of Transportation (VDOT) Hampton Roads District is seeking a MOM SB to provide administrative, technical and supervisory direction for bridge maintenance crews to construct, repair and maintain bridges and structures. Core responsibilities for job & position: Plan and coordinate structure and bridge repairs and replacements. Use inspection reports, studies, surveys, environmental permits and other information to plan and execute projects. Participate in scoping meetings to help determine solutions for repair, rehabilitation or replacement of structures. Coordinate with residency bridge superintendents to prioritize work and determine methods and procedures. Coordinate use of temporary and emergency structures and section equipment. Determine and schedule complex repair sequences. Coordinate relocation of utilities prior to construction. Coordinate notice of road closures to Val Traffic and other public involvement sections. Provide technical supervision for field operations, perform field checks and monitor progress of structure maintenance work. Review shop drawings for construction of steel and concrete structures. Provide detailed sketches and material quantity schedules for repairs. Promote regulations on safety, hazardous materials and environmental matters. Direct field operations for repair and replacement during emergency operations. Determine and demonstrate proper work site protection techniques. Identify workplace hazards and make suggestions for improvement. Wear proper personal protection equipment. Maintain current knowledge of safety rules, regulations, laws and procedures (OSHA and VOSHA, etc.). Ensure equipment is used properly and safely. Apply MUTCD for detours, lane closures, work zones, etc. Maintain clean, orderly, and safe work environment. Follow VDOT safety regulations and practices. Provide technical advice and coordination for district-wide structure maintenance contracts. Assist Bridge Maintenance Manager with scoping of work and priorities. Assist in preparing contract proposals. Coordinate work accomplishments by contract. Prepare and monitor bridge and structure maintenance replacement budgets. Compile budget data and provide technical advice to assist with preparation of maintenance budgets. Track and report status of funds and recommend action to remain within budgeted amounts. Required skills for job & position: • Ability to plan, schedule and supervise the work of others. • Knowledge of bridge design standards and specifications. • Knowledge of bridge maintenance, repair, rehabilitation and construction techniques, methods, equipment and materials. • Ability to diagnose causes of deterioration and damage to structures. • Skill in the use of computers and software applications to include CADD. • Ability to develop and monitor budgets, track expenditures and recommend corrective actions. • Ability to compile data and prepare reports. • Knowledge of deterioration characteristics of bridge materials. • Skill in mathematics, geometry, algebra and trigonometry. • Ability to work at heights, over and in water, in heavy traffic and in adverse weather conditions. • Ability to communicate effectively orally and in writing with internal and external customers. • Ability to prepare cost estimates for labor, materials and equipment. • Ability to interpret, monitor and administer contracts through all phases of construction. VDOT is an emergency response agency, and this position may be designated to support emergency operations during certain situations. As such, you may occasionally be required to work an assignment that includes hours outside the normal work schedule including weekends and holidays. Additional Considerations • A combination of training, experience, or education in Civil Engineering or related field desired. • Experience with budgets and contracts. • Progressively responsible experience in the construction and maintenance, repair and replacement of highway structures and bridges.
