About the position: VDOT Richmond District is looking for a responsible charge engineer who can lead and manage team members within the Richmond District Project Management Office (PMO). This position reports to the District’s Assistant Location & Design Engineer overseeing the PMO activities. You will be in charge of: • Developing and overseeing project estimates/budgets • Conducting project reviews and risk analysis • Providing project management and leadership for professional and technical staff and resources • Coordinating activities with management, stakeholders, customers, and key individuals throughout the agency • Communicating with internal VDOT staff, local government staff, consultants, citizens, and FHWA regarding transportation projects and programs • Delivering projects on-time and on-budget while inspiring vision and motivation Responsibilities: As a senior supervisor project manager, you will: • Manage communication and coordination between project team members and stakeholders • Apply project management methodology to meet programmed scope, schedule, and budget objectives for assigned projects • Ensure project team members provide project data input into tracking systems • Develop metrics and data analysis tools in various systems for decision making • Utilize multiple estimating tools/methods to develop estimates and provide oversight of estimating procedures • Spearhead technical development of concepts, estimating and scheduling efforts for application-based programs (SMART SCALE, Revenue Sharing, HSIP, SGR, TAP) • Provide quality control/peer review of plan assemblies, approval packages, estimates, and schedules • Provide oversight of comment resolution process • Analyze and perform risk analysis for projects • Apply a commonsense engineering mindset to overcome project challenges • Find opportunities to improve the team’s efficiency and streamline processes "In order to be considered for this position, you must submit your resume." Minimum Qualifications • Skill in the use of computers and software applications to include engineering and project management software • Valid Professional Engineer (PE) license • Ability to oversee construction activities for multiple projects of varying complexity as Engineer-in -responsible-Charge • Ability to communicate effectively both orally and in writing with diverse groups • Experience applying roadway engineering design and state and federal standards related to highway infrastructure and construction projects • Experience applying federal, state, and local transportation rules, regulations, policies, and practices • Experience in preliminary engineering and construction activities • Ability to supervise staff, project portfolio, programs, and budgets • Experience building collaborative partnerships with internal and external stakeholders • Degree in Construction, or related field Additional Considerations • Progressively responsible experience managing complex projects in the transportation engineering and construction industry • Experience using Tableau, Power BI, and other data analysis software • Experience in using MicroStation/ORD /Concept Station skills or ability to work in a 3D environment to review project drawings and concepts • Experience in estimating techniques/tools for transportation projects • Possess a Project Management Professional (PMP) Certification or be a Certified Construction Manager (CCM) • Leadership experience to include project and program management, coaching, counseling and training others • Experience in estimating transportation projects, concept through construction phase • Experience in performing quality control reviews, risk analysis relative to project development and constructability Special Instructions You will be provided a confirmation of receipt when your application and/or résumé is submitted successfully.
