DPWES Solid Waste is a diverse work force of approximately 300 merit and 50 non-merit employees and has an annual operating budget of more than $100M. Our nationally recognized team of professionals are working together towards a singular goal: providing environmentally responsible and cost-effective management of municipal solid waste, keeping Fairfax County safe, green, healthy, and clean. Under direction of the DPWES Deputy Director, Solid Waste Management Program (SWMP), directs the daily activities of the SWMP operations at specific locations. Multiple positions may be filled with this recruitment: Sustainability Division Director, Transfer Operations, location is I-66 Transfer Station Complex. Sustainability Division Director, Landfill and Collection Operations, locations are the I-95 Landfill Complex and Newington Collections Facility. Coordinates collection, transfer, and disposal and/or diversion activities with the Reworld Thermomechanical Treatment Facility, organics processors, and/or material recovery facilities. Directly supervises facility management, with responsibility for the general oversight of all operational staff. Responsible for sustainable solid waste management program planning from an operations perspective, incorporating waste reduction and zero waste strategies into the Countys services. Collaborates with the Division of Sustainability, Engineering, and Environmental Compliance on capital projects, facility regulatory and environmental compliance, and infrastructure. Monitors state and federal regulatory and legislative discussions and changes, providing analysis of potential impact to the County. Oversees business operations, equipment coordination, needs analysis, and procurement efforts for the SWMP. Ensures proper operation of the computerized scale system, facility financial processes, and customer services. As a member of the Senior Leadership Team, participates in strategic planning for the Department and Solid Waste Management Program. Provides administrative oversight on human resources, budget, and IT needs of division. Identifies budgetary needs of the division and monitors expenditures. Ensures a safe work culture within the agency. Supports countywide emergency/disaster response ef orts. Plans, organizes and implements effective solid waste management operational programs; Responsible for all operational aspects of the I-66 Transfer Station Complex; OR manages all operational aspects for both the I-95 Landfill Complex and Newington Facility; Collaborates with the Division of Recycling, Engineering and Environmental Compliance staff to ensure facilities maintain regulatory and environmental compliance; Responsible for strategic solid waste operational programs; Monitors state and federal regulatory and legislative changes and provides analysis of potential impact to the County; Collaborates with the Solid Waste Administrative Branch for the operation divisions budgetary, IT and long-term staffing requirements; Supports county-wide emergency/disaster response. Required Knowledge Skills and Abilities Knowledge of the practices and theory of environmental services; Knowledge of solid waste disposal programs and techniques; Comprehensive knowledge of and the ability to enforce County, State and Federal regulatory standards; Ability to plan and coordinate the work of professional and sub-professional staff; Ability to prepare clear and concise reports; Ability to communicate clearly and concisely, both orally and in writing; Ability to develop and maintain effective working relationships with the public, County officials, and regulatory agencies. Employment Standards MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following: {tabindex"0" target"_blank"} (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for Any combination, experience, and training equivalent to) Graduation from an accredited four-year college or university with a bachelors degree in environmental sciences or related field; plus, seven years of progressively responsible experience in the public works field, two years of which must have been in a supervisory capacity. CERTIFICATES AND LICENSES REQUIRED: A valid driver's license. NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check, credit check, and driving record check to the satisfaction of the employer. PREFERRED QUALIFICATIONS: At least five years of experience supervising staff performing sustainability or solid waste operations programs. Demonstrated experience managing 100 employees. At least 3 years leading field operations in an environmental field. At least 3 years of managing multiple programs/projects. At least 5 years negotiating and managing waste transfer and disposal contracts. PHYSICAL REQUIREMENTS: Ability to effectively communicate with public and staff. Ability to lift up to 25 lbs. without assistance and greater than 25 lbs. with or without assistance. Ability to operate a computer and other general office equipment. Ability to operate a motor vehicle. Ability to visit areas where household hazards and raw waste exists. Mobility required to visit offsite facilities.
