Job Description GCI's IT Project Manager is responsible for leading multiple concurrent projects to completion providing overall direction for the technology, development, and components following multiple project management methodologies. This job role is expected to align projects or programs covering a wide range of IT and IT vendor solution development analyzing variances, highlighting risks, issues, changes, and verifying project solution requirements are delivered on time, within scope and on budget as planned. Must be an experienced project/program/product/technical manager and consultant with a proven track record of successful projects using one or many of the following: SDLC (Software Development Life Cycle) leveraging traditional Waterfall, Agile, LEAN-Agile, SAFe, and/or blended frameworks. Applicants should have experience delivering projects in areas such as Website development, User Experience (UX) Design, Mobile Apps, Telecom software and systems, financial systems, audit, accounting, compliance, engineering systems and switching, mobile device design, Cloud based solutions, Next gen connected devices, E-commerce, CRM, e-payment, and/or order to cash product process development lifecycles. Proficient to cover additional projects covering a wide range of solutions including, but not limited to, IT systems or equipment, human resources, security, finance and accounting, product development and deployment, facilities engineering, RF engineering, transport and IP engineering, circuit engineering, outside plant engineering, switch engineering, and/or process improvements. Project responsibilities include initiation assessment, vendor management, business case development, project requirements, technical milestones, timelines and delivery methods, continuous integration and delivery, SCRUM, Kanban, design documents and delivery schedules, data conversion, test management, reporting, business validation, deployment, and post-launch support according to the specifications and deadlines while keeping the project delivered on time, within scope and on budget. ESSENTIAL DUTIES AND RESPONSIBILITIES AT ALL LEVELS: Technical Project Management. IT Specific Project Management of systems, hardware, data and/or migration of them. Oversee and manage a disciplined project team of technical teams, business unit/groups, contractors, consultants, and vendors. Foster high performing team dynamics assisting development and configuration teams to self-organize and self-manage to achieve maximum results. Define project scope and prioritization, manage, and participate in procurement of resources. Develop and maintain project milestones, schedules, budgets, risks, issues, changes, and overall project health status. Manage Contracts and outside consultants and contractors. Maintain and ensure complete communication and documentation of projects in the formats and standards defined. Adhere to Traditional Waterfall, Agile, and/or blended portfolio and program management processes. Remove impediments, dedicated to constant improvement, and assure all dependencies and integration with other teams are properly communicated and coordinated up through the enterprise leveraging change management. Proficient computer skills and MS Office knowledge (e.g., Outlook, Teams, Word, Excel) to complete job duties effectively. Level Definition Position Title: IT Project Manager III Grade: E07 Additional Job Requirements: This is an intermediate level position requiring the ability to perform complex and diverse duties under deadlines and operating constraints. Capable of performing the role of "IT Project Manager" for large projects. Works with other IT Project Managers and/or Scrum Masters to prioritize work. Requires ability to perform development and implementation of projects, programs, and procedures of general organizational impact. Must have the experience to provide functional and technical guidance to lower-level staff while fostering teamwork within area of responsibility. Essential Duties: Manage personnel resources within all groups at all levels, business, technical, consultants, contractors, and vendors. Define overall project scope, timeline, and budget. Develop and maintain technical project budgets; project schedules to include prioritization, sprints, backlog, milestones, traditional Gantt, and PET charts etc. In addition, ensure project documentation is current and complete. Define project scopes with internal and external customers and manage prioritization and business case development. Minimum Qualifications: Required: A combination of relevant work experience and/or education sufficient to perform the duties of the job may substitute to meet the total years required on a year-for-year basis High School diploma or equivalent. Bachelor's degree in IT, Management, Business, Accounting, Compliance, Audit, Telecommunications, or related field. Minimum of six (6) years of project management experience, developing project budgets and schedules, including at least three (3) years of experience in IT. Preferred: Telecommunications experience. Business, accounting, audit, compliance, or technical process experience. Agile Experience: Understanding of Agile techniques such as: User Stories, Continuous Integration, Continuous Testing, Pairing, Automated Testing, etc. Experience as a Scrum Master, Product Owner, and/or Release Train Engineer. Experience using Agile Tools such as JIRA, Confluence, Portfolio, Trello, etc. Working knowledge of DevOp's, Continuous Integration and Delivery, SCRUM, Kanban, XP, SAFe, etc. Demonstrated leadership in process improvement and innovation. Certifications: Project Management Institute Certification as a Project Management Professional (PMP and/or PMP-ACP). Agile Certified Professional (ACP), IC Agile, LEAN Six Sigma. Certified Scrum Master (SAFE Certification). ITIL Certification (V3 or 4), Foundation, Practitioner, Intermediate, Expert, Managing Professional, Strategic Leader, Master. Other relevant Applications, Programming, or Software certifications. Required at ALL Levels DRIVING REQUIREMENTS : This position may require access to reliable transportation for occasional travel between retail store locations, offices, worksites, or other locations as needed. PHYSICAL REQUIREMENTS and WORKING CONDITIONS: Work is primarily sedentary, requiring daily routine computer usage. Ability to work shifts as assigned, work in standard office/home office setting, and operate standard office equipment. Ability to accurately communicate information and ideas to others effectively. Physical agility and effort sufficient to perform job duties safely and effectively. Ability to make valid judgments and decisions. Available to work additional time on weekends, holidays, before or after normal work hours when necessary. Must work well in a team environment and be able to work with a diverse group of people and customers. Virtual workers must comply with remote work policies and agreements. Drug/Alcohol Testing: Participation in a DOT or non-DOT drug and alcohol testing program may be required to satisfy conditions of a contract or proposed contract with a business partner or client. This includes pre-employment, random, reasonable suspicion, post-accident, return to duty, and follow-up testing.
