OBXtek is looking to fill a position on our Staffing and Technical Acquisition Services Support II (STAQSS II) contract for the Headquarters Air Force. The Acquisition Program Analyst, Senior candidate will work for the Space Program Directorate (SQS), which directs, plans, and programs research, development, procurement, and fielding of preeminent space capabilities for the US and our allies. The Space Program Directorate provides acquisition support and program management direction to field organizations for the development and procurement of Air Force space missile warning, communications, PNT, and weather systems; space launch systems; space control and space situational awareness systems; and ground terminals and space battle management command and control. As an integral part of the National Security Space Team, the Directorate supports the exploitation, integration, and control of space to protect and defend the nation and its global interests from peace through war. This position is currently hybrid, with work on-site happening approximately 4 days per week. The Acquisition Program Analyst, Senior position supports the Programming & Budget and Acquisition Oversight branches within the SQXE division. Portfolio includes supporting the NC3 (Nuclear Command, Control, and Communications) programs. Tasks for this position include: Supporting HAF budget preparation and defense, SAE oversight and decision-making activities, PEO program execution and oversight efforts of space systems. Maintaining and analyzing planning, scheduling, and management data. Reviewing, analyzing, and providing recommendations on requirements, space acquisition strategies, program documentation, program phase transition plans, supplemental information, and program execution. Providing impartial assessments of approaching milestone decisions and of prime Contractor technical and operational issues on programs within the oversight of SAF/SQ. Researching and analyzing program trends, identifying issues, developing courses of action, and recommending solutions. Making recommendations on the allocation of funding, establishment of program goals, objectives, and schedules, and the formulation of program direction. Tracking for compliance with stated program direction and identify issues. Identifying and researching programmatic issues and tradeoffs in terms of required capabilities, costs, and schedules. Reviewing and providing recommendations on existing and proposed DAF space acquisition and capability area policies and implementation. Reviewing and evaluating the impact of national, DoD, JCS, and civil government policies and activities that affect DAF acquisition programs and capability areas. Maintaining historical Air Force space program documentation and developing summary documents/briefings and training material. Providing short notice, quick-reaction analyses of critical programmatic issues in the context of Congressional, Office of Management and Budget (OMB), OSD Staff, Joint Staff, HQ USSF, FIELDCOM, coalition, and international activities. Preparing PPBE documentation to ensure it accurately articulate the current program requirements using IDECS database. Monitoring, analyzing, and reporting Program Obligations and Expenditures using CRIS and Defense Finance Accounting Service (DFAS) database. Monitoring, analyzing, and reporting program spend plans and status using Executive CCARS database. Monitoring, analyzing, and reporting Available and Planned Program budgets and funding to support build of the POM, BES, and PB, using PBES database. Supporting the DAF (Headquarters AF and SF) Corporate review process, e.g., Space Force Groups, Boards, and Councils, Investment Budget Review Committees, Investment Reviews, etc. Supporting SQXP division in the performance of various Secretariat functions for ASPs, Milestone reviews, interim program reviews (IPRs), and CSBs. Reviewing and documenting MDR and FOIA requests. Reviewing capability area analysis and comparing current and programmed capabilities/scenarios to determine and clarify DAF space system acquisition requirements. Monitoring on-going studies, analyses, and developmental work relevant to space systems. Supporting program-specific acquisition-related efforts like CONOPS, CDD, CPD, IER, and requirements working groups. Handling classified (Confidential/Secret/TS-SCI) information, correspondence, and communications. Performing any other tasks closely associated with the duties listed above and as coordinated with the COR. Qualifications: Active Top Secret Clearance Master’s degree in a Business or Engineering discipline. 10 years of DOD acquisitions experience. NC3 program knowledge/experience highly desired Familiarity with the following software programs: IDECS, PBES, CCaRs, CRIS, MS PowerPoint, MS Word, and MS Excel.
