Job Title: TSSSA - Chief of Operations

Key Responsibilities:
Accountable as main technical interface with the customer (Engineering, Operations, Project, Transportation, Control Center) Delivers on time trainset availability that meet cost & performance expectations Responsible for technical and industrial coordination of sub-systems Consolidate staffing plans for depot sites & sub-systems Ensure the readiness of technical and industrial activities, means and deliverables to successfully pass the gate reviews Manage the improvement action plan to achieve QCD targets at start-up and throughout the duration of the project(s) Be accountable for the proper implementation and full compliance with Code of Ethics, EHS and other Alstom policies and Customer requirements
Main Activities:
Lead and coordinate project operation activities and stakeholders from RSC transfer to close-out including: Manage and oversee the implementation of the Project Industrial Management Plan (IMP) including the Project Industrial Organization (PIO), Make or Buy strategy, industrial planning & reviews. Resources management: Anticipate technical and industrial operations team staffing and ensure alignment with work package; escalate when project resources available do not match the project needs. Reports on project technical execution, as well as on the impact of technical decisions on full Project QCD. Manage activities related to operations: Onsite support, Troubleshooting, Corrective actions, project site set-up, transfer of technology, supply chain) and ensure alignment with project objectives. Proactively contribute to project risks and opportunities management. Coordinates depot sites including suppliers when needed. Responsible for management of the CCB (Change and Configuration Board) to validate changes and date or rank of application, ensure early identification of industrial changes and risk/impact assessment to propose alternative scenario. Manage retrofit activities after changes related to engineering, industrialization, and manufacturing are approved. Lead the problem-solving approach when technical or operational issues arise at Customer site. Arbitrate technical issues when escalated to his level; escalating to the PD when required. Assures corroboration and REX between similar projects and clients.
Required:
Agility to support project On-time delivery Management Experience 10+ years direct management of technical personnel in Operational environment 5+ years Transportation Operations Proven record of personnel mobilization, development, retention on extended-duration projects Managing multiple client Interfaces in a dynamic environment
Financial Management experience and/or education
Experience managing entire life-cycle of equipment at all maintenance levels
Experience with high-speed integrated passenger trainset and included subsystems (Signaling, Brakes, Tilt, Communications, Train control, Passenger Access Doors, Current collection and traction)
Proven experience applying Maintenance and Operational Regulations - Tier I, II, III in passenger rail environment
