This position is located within Rural Housing Service (RHS), Single Family Housing Direct (SFHD) Division. The primary purpose of the position is to analyze and evaluate the effectiveness of SFHD programs as well as analyze, evaluate, and improve the efficiency of loan and grant program operations, organizations, and management. Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
For GS-12 Grade Level:
Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Experience in analysis of program procedures to evaluate effectiveness and recommend corrective action and/or improvement. Coordinates with various programs staff in developing automated systems, regulations and procedures which affect SFH programs and implementing those systems. Design and conduct studies in support of policy and procedural recommendation and/or changes related to loan and grant programs. Conduct presentations for plans and technical proposals for the SFH programs.
For GS-13 Grade Level:
Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Directing the development of evaluation plans, procedures and methodologies of the Single Family Housing (SFH) programs. Conducts studies and/or surveys that involve complex problems and process improvements for immediate and long-range program goals and objectives. Manage and monitor the effectiveness and compliance of the SFH loan origination and loan closing systems. Review legislative, regulatory, Departmental, RD, and Rural Housing Services to ensure compliance by subordinate line programs within SFH. Represents SFH as a program subject matter expert on the development and deployment of new or revised automation systems.
