Job Responsibilities
Oversees complex operations/business support functions for the Maritime Division. Provides direction/guidance in strategic operations and planning. Oversees and directs financial aspects of the division’s grant programs; forecasting and budget analysis; budget development, including Legislative Appropriation Requests; contract development and administration; project controls support; project oversight; resource allocation; purchasing; equipment; facilities; and safety. Establishes policies/procedures and develops goals and objectives that integrate support and functional activities for the division. Coordinates with human resources, information management and financial management divisions to resolve issues integral to the organization’s functional responsibilities. Supervises a group of professional and technical employees. Work requires extensive contact with high-level executives, government officials, internal agency audiences and public/private entities. Key Responsibilities
Analyzes trends on resource expenditures, economic impacts, or monthly and ad hoc reports. Coordinates with other divisions to ensure timely contract, supplemental, and work authorization reviews, approvals, execution, and resolution of issues. Directs and oversees administrative and business functions to include contract administration, purchasing, budget, facilities management, forecasting, planning, inventory control, reporting, and coordinating and monitoring functional activities. Directs the planning, development, procurement, and contract award of professional, architectural, engineering, consultant, and ROW services and contracts. Manages the development, coordination, implementation, and management of highly advanced and complex annual operational and program budgets. Reviews requests for resource reallocations, evaluates justifications, recommends actions and submits Additional Funding and Budget Requests. Forecasts short and long-term projections including support from multiple funding sources and confers with staff to recommend priorities and future goal planning. Oversees record support functions in the areas of records management, central files, records disposition, correspondence and open records requests. Serves as a member of the district/division staff and leadership team, represents staff at executive meetings, public events and participates in broad decision-making and policy setting initiatives. Directs the development, execution and administration of grants and contracts for the Maritime Infrastructure Program and Seaport Connectivity Program to include oversight of financial resources and division operations. Minimum Qualifications
Education:
Bachelor's Degree in Accounting, Finance, or related discipline. Experience:
5 years of experience in grant administration or business activities such as budget allocation and development, contract administration or resource management. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Supervisory Experience
Must have three (3) years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience. Extensive Knowledge of:
Maritime Infrastructure Program Seaport Connectivity Program Generally accepted accounting principles, procedures, and terminology Budgeting methods and procedures Applicable contract/grant/funding/project/program processes, policies and procedures Purchasing methods and procedures Contract development and oversight Developing, interpreting, and implementing policies, procedures, and technical information Attention to detail and reviewing information to identify errors and problems; ensuring consistency and clarity of information Planning, assigning, directing, coordinating and reviewing the work of professional, administrative and technical employees Physical Requirements and Working Conditions
