GENERAL POSITION SUMMARY:

This position manages all aspects of Curry County’s Victim Assistance Program (VAP) to assure that quality and timely services are provided to victims of crime. The director is responsible for coordinating and managing all grant projects and supervising victim advocacy staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Recruits, trains, and supervises volunteer and victim assistance program staff. Assigns cases. Develops action plans for cases and monitors progression.

2. Provides crisis intervention, short term supportive active listening, and assistance to victim in trial preparation. Assists with case consultation and tracking.

3. Arranges for transportation, lodging, and food for witnesses and victims for grand jury and court hearings.

4. Provides information as directed to public bodies regarding the victim assistance program. Works and acts as liaison between agencies and individuals regarding policies, procedures, and individual cases (providing interagency assistance when required for victims). Develops partnerships with statewide authorities and local community professionals. Participates as member of county task forces, i.e., MDT, SART, Major Crimes Team, etc. and assists with agendas and minutes as requested.

5. Provides direct victim services: informational and emotional support, court date notification, courtroom preparation and accompaniment, information, and referrals; mediates between victims, judicial system, and law enforcement. Assists with Crime Victims Compensation, restitution, victim logistical needs. Available for after hour call-out to aid crime victims on scene, at hospital.

6. Provides information and assistance to victims regarding the criminal justice system as it pertains to victimization, civil protection orders, crime seriousness and sentencing.

7. Provides duties required for fiscal management and development of grant programs. Works with the District Attorney in preparing and managing the annual VAP budget.

8. Researches, applies for, and administers all grant awards. Completes necessary progress reports and expenditure reports.

9. Develops systems and processes for the VAP and keeps the District Attorney apprised.

10. Other duties as assigned.

· Write and follow strict grant writing and reporting procedures, including quarterly progress reports.

· Handle difficult people and crisis situations in a calm and professional manner

· Establish and maintain effective working relationships with staff, other agencies, and the public

SUPERVISORY CONTROLS AND RESPONSIBILITIES:

Supervises volunteers and victim advocates. Participates in employee evaluations of victim assistance staff. Screens, interviews, and recommends hire of VAP volunteers and new employees joining the VAP. Trains, coaches, and reviews work and performance of assigned personnel.

Supervised by the District Attorney. Operates from District Attorney and County policies, procedures and instructions, but must exercise individual discretion and tact when dealing with the public.

EDUCATION AND/OR EXPERIENCE:

Associate’s degree in social sciences or any combination of education and experience which would provide the applicant with required skills, knowledge, and ability to successfully fulfill the duties of the position as determined by the District Attorney.

Four to five years in administrative, legal, and business office functions.

Valid Oregon driver’s license. Criminal background check.

Professional licenses, certificates, and continued training as required.

PHYSICAL DEMANDS AND WORK ENVIRONMENT:

· Normal working hours but also subject to emergency call out as needed to provide direct victim services.

· After hour unexpected case crisis travel required.

· Work is primarily performed in office and courtroom with a need to deal with hostile or upset individuals.

· The position is impacted by urgent time deadlines, uncontrollable interruptions, need to shift attention before tasks are completed and repetitiveness. Conditions can be stressful due to high emotional state of victims.

Pay: $4,295.00 - $4,980.00 per month
