The City of Del Mar is recruiting for a versatile Management Analyst/Associate Management Analyst assigned to the Public Works Department. Del Mar’s Public Works Department is responsible for maintaining the City of Del Mar’s essential infrastructure, including: potable water including storage reservoirs and associated distribution network distributing water purchased through various interagency agreements; wastewater collection and pumping to receiving agencies which transport and treat; streets with associated drainage, pedestrian paths, bike lanes, signage, traffic signals, and landscaping; open spaces including park landscaping, public pathways, and beach maintenance; City facilities and facilities grounds.
The Public Works Management Analyst/Associate Management Analyst supports the department management staff in overseeing department procurement processes/contracting, capital projects grant applications and management, required reporting for federal and local assistance programs, special research projects, regulatory compliance reporting, and processing of public records and engineering plans requests.
Management Analyst: $73,459.38 - $89,290.34
Associate Management Analyst: $85,284.05 - $103,663.30
Ideal Candidate

Experience working in a Public Works and/or utility setting is highly desirable.

Assist with the preparation of budgets and provide ongoing analysis, recommendations and expenditure monitoring. Manage the department’s procurement/contract processes (contracts, RFQ’s/RFP’s, Bids, Department of Industrial Relations (DIR) registration and other required reporting), including California Uniform Construction Cost Accounting Procurement Program Compliance. Provide Administrative Support to various City Advisory Committees. Perform annual, quarterly, and monthly operational compliance reporting. Create and implement standardized department policies and procedures. Administer capital projects grant programs, including application, implementation, and reporting. Conduct analytical studies and prepare and submit data and reports; ensure compliance with applicable state, federal and local regulations. Manage the department’s records retention program. Process public records and engineering plans requests. Respond to citizen complaints and requests for information. Coordinate, support and manage programs and projects as assigned. Other duties deemed necessary to the position. To perform a job in this classification, an individual must be able to perform the essential duties as generally described in the specification. The requirements listed below are representative of the knowledge, skill and/or ability required: Management Analyst Level:
The equivalent of a Bachelor's degree from an accredited college or university with major work in public administration or related field,
plus
a minimum of one year of related work experience. Associate Management Analyst Level:
The equivalent of a Bachelor’s degree from an accredited college or university with major work in public administration or related field,
plus
a minimum of three years of related experience. A master’s degree is highly desirable and may be substituted for one year of experience. WHAT DEL MAR HAS TO OFFER: A monthly
cafeteria allotment of $1,606 (maximum)
which also allows employees to cash out unused cafeteria excess or receive $400 monthly opt-out provision. Vacation Cash Out
- eligible employees may cash out up to 80 hours of vacation time annually. 104 hours of paid management leave
per fiscal year in addition to vacation leave. Voluntary
retirement savings/deferred compensation:
457(b) plan and 457(b) Roth plan. 12 recognized holidays and an additional 2 floating holidays
per calendar year The City provides
tuition reimbursement
of up to $1,000 per fiscal year for reimbursement of directly related costs of tuition, school fees, books, and required materials for approved courses and professional development opportunities. Sick Leave Conversion
– eligible employees can convert up to 72 hours of sick leave to vacation hours at a rate 2 sick leave hours for 1 vacation hour. The Retirement Benefit Formula for

Members is 2% at 60. The current employee contribution rate is 7%.
