POSITION SUMMARY The Vice President of Programs (VP of Programs) leads the strategic vision, impact, and sustainable growth of CLUES’ Programs and Services. The VP of Programs provides strategic direction and oversight to Economic Prosperity, Family Services, Community Health & Wellness, and Arts & Cultural Engagement, and ensures alignment across departments. The VP of Programs is responsible for ensuring Programs are funded and managed timely, work plans are timely implemented and sustained in alignment with CLUES’ holistic care model and goals for transformational impact. The VP of Programs works with Senior Leadership, leaders and staff from Finance/Accounting, Fund Development, and Marketing to ensure operations and financial management are aligned and in an upward trajectory. The VP of Programs is directly responsible for overseeing impact and deliverables of a $10+ million Program operating budget, secured through diverse funding streams (including government and private philanthropic grants, fee for service contracts, and corporate & individual donors). The VP of Programs must be an experienced and effective manager and visionary leader who can work with the executive leadership team to drive the direction of the overall mission and equity values of CLUES. $135,000 to $145,000 (depending on experience & qualifications). Benefits:

ESSENTIAL DUTIES AND RESPONSIBILITIES Strategic Leadership Lead the development and execution of strategies that enhance program delivery, impact, and resource sustainability. Translate organizational vision and transformational impact and support into effective, holistic, person-centered services that address community and family needs. Provide leadership within the executive team, contributing to the organization’s future direction and key decision-making. Build strategic partnerships to increase resources and create opportunities for program and institutional growth. Support CLUES’ President and strategic direction expanding external relations and representing its leadership as required according to contract obligations and community partnerships. Division Operations Lead efforts with directors and managers to develop annual work plans, establish performance goals and accountabilities, ensure management and alignment with organizational priorities. Provide clear direction to ensure accountability, productivity, and consistent results across all program areas. Oversee the development and implementation of needed policies, systems, and cross-functional teams that enhance program coordination and quality assurance. Ensure program evaluation, process improvement, and data collection aligned with CLUES’ goals. Empower internal leaders, managers, and overall staff with decision-making capacity. Fund Development, Financial Management, & Compliance Lead vision and strategy to secure Program sustainability and support from CLUES Development Team to ensure diversified funding is secured to meet programmatic needs and sustainability. Regularly manage multi-year budgets for all Programs and direct reports, ensuring timely alignment and community needs with organizational objectives and strategic goals. Oversee deliverables and compliance with grant and contract requirements, ensuring timely delivery of programmatic and financial reports. Monitor income streams and risk working with CLUES Finance/Accounting and Development teams to ensure accurate projections and compliance. Monitor and ensure internal systems are in place to maintain client confidentiality and compliance in accordance with HIPAA, ethical standards, CLUES policies and other applicable laws and regulations. Personnel Management & Development Set comprehensive goals for program leaders to ensure performance and growth. Foster a positive team culture, providing mentorship and support for career development. Ensure staff alignment with organizational values, including cultural sensitivity and a commitment to serving a diverse community. Effectively supervise division leadership and support personnel actions (staffing planning and management, hiring and recruitment, performance management, etc.) in collaboration with supervisor and Human Resources. SUPERVISORY RELATIONSHIPS The Vice President of Programs is responsible for supervising program leaders within the Programs Division. The VP may be required to supervise other staff as assigned. QUALIFICATION REQUIREMENTS Education, Experience & Key Abilities* Bachelor’s degree is required, preferably in Finance, Business, or Non-Profit Administration, Public Policy, Marketing or a related field. Master’s degree preferred. 9+ years of leadership and proficiency in strategic planning, financial oversight, and program management. Demonstrated experience and ability to raise funds for programs and services from government, private, and corporate philanthropy. Strong financial acumen with proven experience managing large budgets, creating multi-year grant budgets, and contracts. Experience leading program delivery services in a nonprofit setting. Demonstrated success in building and leveraging sustainable partnerships. Demonstrated cultural competency and experience working with Latinx/Latine communities. Strong leadership, communication, and interpersonal skills. *Equivalent combination of education and experience may be accepted. Language Skills Effective communication in English, both verbally and in writing required. Bilingual in Spanish and English preferred, although not required. Ability to read, analyze, and interpret written materials, maintain accurate documentation, and respond appropriately to questions and requests. Transportation Must have access to a reliable motor vehicle for independent transportation, valid driver’s license, proof of automotive insurance, and maintain a good driving record. Must submit to and pass annual recertification of compliance with CLUES Automobile and Transportation Policy and driving record check. Computer Skills Proficient in Microsoft Office (Word, Excel, PowerPoint) and other common software. Must be willing to attend training to advance technical skills and maintain appropriate skill levels to perform job duties. WORKING CONDITIONS Background check Must pass a criminal background check and driving record check.
