Development InfoStructure LLC., (DEVIS) provides exceptional DevSecOps integration in our agile software development and embedded software solutions, combined with comprehensive IT management and consulting services to our federal, state, and local governments. The outcomes of our research and development, products and universe of services will support the international development community, multiple civilian agencies and the nation’s defense and intelligence communities. Our focused research, services and products include complex DevSecOps solutions to support refugee processing across multiple federal agencies, research and development for Signal Intelligence (SIGINT), Command, Control, Communications, Computers and Intelligence (C4I), Data Analytics, and Intelligence, Surveillance and Reconnaissance (ISR) development and sensor capabilities supporting both the aerospace/defense and intelligence communities, as well as complex HHS comprehensive care coding requirements, and integrated management systems for our countries civilian agencies (FAA, FDIC, HOR, etc.).

Overview
Development InfoStructure (Devis) is seeking an International Recruiter to lead efforts in sourcing, recruiting, and onboarding international talent to support diverse project teams. The International Recruiter will work closely with hiring managers and project leaders to identify qualified candidates for roles in government and foreign assistance contracts, ensuring adherence to USAID and international labor standards.
Primary Duties
- Global Talent Sourcing: Develop and implement strategies to attract high-quality candidates from international markets, using a variety of sourcing methods, including social media, job boards, networking, and partnerships with international recruitment agencies.
- Candidate Screening and Selection: Conduct initial screenings, manage interview processes, and assess candidates for relevant skills, experience, and cultural fit, ensuring alignment with project needs.
- Collaborate with Hiring Managers: Work with hiring managers and project leads to understand specific staffing needs and to develop clear, concise job descriptions and candidate profiles tailored to project requirements.
- Compliance and Labor Standards: Ensure that recruitment processes comply with international labor laws, USAID regulations, and organizational policies, including visa, work authorization, and tax implications.
- Pipeline Development: Build and maintain a network of qualified candidates for critical roles, proactively managing relationships and staying engaged with potential future hires.
- Diversity, Equity, and Inclusion (DEI): Promote DEI principles throughout the recruitment process, ensuring a broad and diverse candidate pool for international roles.
- Onboarding and Orientation Support: Coordinate with HR and hiring teams to support the onboarding and relocation process for international hires, including orientation and integration into new cultural and professional environments.
- Recruitment Metrics and Reporting: Track and report on recruitment metrics, such as time-to-fill, sourcing effectiveness, and candidate satisfaction, and provide insights to improve the recruitment process.
Required Qualifications
- Bachelor’s degree in Human Resources, International Relations, Business, or a related field; or equivalent experience.
- Minimum of 5 years of experience in international recruitment, with a preference for experience in government contracting or development sector hiring.
- Strong interviewing, networking, and interpersonal skills, with an understanding of international labor and visa requirements.
- Demonstrated ability to work effectively with diverse, multicultural teams and an understanding of regional and cultural nuances in hiring.
- Experience recruiting for USAID.
- Experience hiring, managing or working with PSCs.
- Experience with computer systems, including web-based applications, especially Microsoft Office 365.
- Must be able to obtain a Public Trust.
Desired Qualifications
- Familiarity with applicant tracking systems (ATS) and HR software.
- Broad network of contacts domestically and internationally.
