Job Description
POSITION SUMMARY:
Reporting to the Chief Human Resources Officer, the Recruiter will plan, develop, and strategize full-cycle talent acquisition and staffing strategies for high volume hiring with an emphasis on well-qualified, diverse pool of candidates. This individual will be familiar with the use of ATS, effectiveness with respect to cost and time-to-hire and have experience with H1B hiring. You will post positions across multiple sites, optimizing community partnerships and job boards. This person will screen applications and resumes, maintaining resume and application database, interview applicants, referring qualified candidates to the appropriate departments, assisting managers in the selection of qualified candidates, and conducting background checks and references. You will also be responsible for implementing recruitment strategies in the community and via social media, including attending and coordinating job fairs. Develop and maintain effective working relationships with all internal and external business partners. Negotiate terms with vendors that are advantageous to the Agency. Compile reports that track effectiveness of sourcing methods, cost per hire, budgets, vacancies, etc. Oversee Recruiting Coordinator and walk-in candidates.
POSITION QUALIFICATIONS:
Minimum Education: Bachelor’s Degree in Human Resources, Business Administration or related field required. Master’s preferred
Minimum Experience: A minimum of five years of recruitment experience with demonstrated results in a high-volume, fast-paced environment and H1B hiring. Experience in the Human Services industry preferred.
Knowledge/Skills/Abilities (KSAs): Knowledge of employment law, recruitment processes, best practices pre-employment and recruitment strategies with the ability to accurately apply them to recruiting practices. Experience in H1B hiring and high-volume recruiting. Ability to multi-task and adapt quickly to change utilizing considerable initiative and judgment. Ability to develop and maintain effective interpersonal and working relationships at all levels of the organization, establishing a true business partnership. Attention to detail, with excellent organizational and time management skills. Collaborate with others in the HR department. Coordinate with Training and Development around new hire orientation. Proficient in Microsoft Word and Excel and other spread sheet and database applications. Excellent oral and written communication skills. Must be able to maintain the strictest confidentiality.
Required Certification/Registration: PHR/SPHR and/or SHRM-SCP/SHRM-CP preferred.
ESSENTIAL FUNCTIONS:
- Develop and implement strategic initiatives and sourcing strategies to acquire diverse talent in support of business objectives across the Agency.
- Effectively source, screen, select, present candidates to meet hiring needs.
- Post agency job openings internally and ensure internal candidates are interviewed for positions for which they are qualified.
- Develop, implement, and evaluate DEIB strategies to ensure fair recruitment practices.
- Proactively build candidate pipelines for defined positions and departments.
- Negotiate terms and services with outside vendors for recruiting and background checks services.
- Extend all employment and promotion offers and ensure all internal and external candidates are cleared for their new roles in the Agency.
- Partner with CHRO to identify opportunities to ensure positive hiring manager and candidate experience during the recruiting, pre-employment, and onboarding process.
- Leverage various resources to source qualified candidates using the online postings, social media, local job boards, community-based organizations, universities and colleges, trade schools, formal/informal networks, etc. to source an appropriate candidate pool.
- Promote The Arc Rockland recruitment brand through social media, community events, and college recruiting.
- Develop, implement, and maintain applicant tracking programs and resume database and provide CHRO with monthly activity report.
- Assist in developing and coordinating internship programs for various departments within the Agency.
- Provide oversight of the Employee Referral program as well as direct care sign-on bonuses.
- Well versed in Agency policies and procedures related to hiring, union contracts, and state and federal regulations within the HR function. Keep abreast of current trends in HR Recruiting as well as current employment laws.
- Maintain recruitment files of resumes and applications received, including the use of an ATS.
- Prepare recruitment statistics and other recruitment reports, including the tracking of the effectiveness of sourcing methods, cost per hire, recruiting budgets, etc.
- Oversees Recruiting Assistant, with a focus in training and developing their skills to support the goals of the department and agency.
ADDITIONAL RESPONSIBILITIES:
- Assists in conducting reference and criminal background checks, including all screening for regulatory agencies: Justice Center, OPWDD, OMIG, etc.
- May assist Directors in preparing job descriptions.
- May conduct orientation, onboarding, salary and benefit surveys and analyses for internal and external equity.
- May conduct 30, 60, 90-day check-ins of new hires.
- Participates in other related activities as needed.
