Duties and Responsibilities

Provide oversight over research and sponsored programs including pre-award, post-award of grants and contracts, and research compliance.

Work with pertinent university stakeholders to develop a strategy for research and innovation at Bowie State University that includes a plan to expand the university’s research infrastructure, to diversify and increase external funding streams.

Ensure the development and implementation of policies and procedures that assure the integrity of the institution, protect the safety and welfare of employees and research subjects, and promote compliance with all regulations governing the research process.

Serve as the institutional official as required under regulations governing animal care and use, export control, research involving human subjects, etc.

Assist with implementation of the university’s Intellectual Property policy and monitor conflict of interest requirements.

Maintain effective communication and cooperative working relationships with university administrators, faculty, staff, government and private agencies.

Assist in increasing university and industry partnerships, and represent the University to external stakeholders including funding agencies, and local and regional constituencies.

Serve as Authorized Official for sponsored programs activities.

Establish a strong customer-focused approach to principal investigators and project teams that balances proactive outreach, responsiveness and sound fiscal management.

In conjunction with other BSU offices, maintain appropriate accountability in managing research and sponsored project spending to ensure compliance in sponsored projects.

Oversee the recruitment, retention, and development of sponsored programs staff.

Work carefully to provide appropriate data and reports to support faculty and strategic institutional planning for research and sponsored programs activities.

Continuously monitor processes to ensure customer satisfaction.

Perform other duties as assigned.

Minimum Qualifications

Education : Master’s degree and seven (7) years progressively more responsible experience working in sponsored programs and research administration at an institution of higher education.

Experience : Prior supervisory experience required. Expertise in negotiating external funding terms related to intellectual property, data privacy (domestic and international), and federal grants and contracts preferred. Experience with complex sponsored projects including multiple funding sources and/or multiple partners preferred.

Knowledge Skills and Abilities :

Fluency with regulations and compliance regarding sponsored research, human subjects research, conflicts of interest commitment, and scientific misconduct; a strong understanding of the importance of compliance and regulatory matters to the research enterprise and its ability to strategically align and balance education and research missions.

Superior communications skills and attention to detail. Ability to manage budgets and supervise staff effectively.

Knowledge of, and ability to function in, a collaborative/participatory management environment.

Proven track record of engendering confidence and in working effectively with individuals at all levels of the organization.

Conditions of Employment Position may require evening and weekend work and occasional travel. In-person offer of employment is contingent upon successful completion of due diligence background check and verification of credentials. Proof of US citizenship or eligibility for U.S. employment will be required prior to employment (Immigration Control Act of 1986).
