PHS administers WholeYouNYC (WYNYC), a coordinated community resource network that builds trustworthy and reliable pathways between healthcare providers, health plans and CBOs providing critical resources in the community that address the social drivers of health. WYNYC brings together over 100 organizations offering various programs - such as food, housing, employment, health insurance, and sexual health services - across all five boroughs. These services and programs make it possible for New Yorkers to live their healthiest lives and ultimately reduce health disparities and advance health equity. To date, our network has already impacted thousands of lives through community partnerships and referrals, generating millions in estimated healthcare savings. New York State (NYS) recently announced the availability of $500M statewide to support Social Care Network (SCN) lead entities responsible for coordinating social care delivery in various regions across the state. Public Health Solutions (PHS) and our WYNYC network were awarded the role of regional SCN for Brooklyn, Manhattan, and Queens. This is a grant-funded position ending March 31, 2027. Position Summary: PHS seeks to be a data-driven organization, able to inform our activities and priorities based on what we are learning about the communities we serve and the impact of our services on those communities. The Senior Manager, Data Analyst role will be primarily to support innovative health equity strategies, maintain operational dashboards to support teams in optimizing service delivery, and facilitate quality assurance and quality improvement efforts for the Social Care Networks. We seek an experienced Senior Manager, Data Analyst, who will report to the Senior Director, Quality and Evaluation. The ideal candidate will: Be familiar with social care coordination. Have experience working with Healthcare, Social Services, and/or Managed Care data. Have ability to present to and engage with various stakeholders (i.e., both written and verbal). Be adept at helping others, at varying levels of data literacy, to optimize data tracking methods and understand data to support decision-making and fulfill program needs and objectives. Have experience utilizing demographic and geographic data to make connections between health disparities and inequities, community needs and available resources, and evaluate progress. Have experience visualizing and communicating data so that it is easily understood by variety of stakeholders. Be well versed in analyzing and interpreting results from datasets with varying structures and levels of cleanliness in Microsoft Excel, R, STATA, or Python. Be comfortable supporting continuous quality improvement projects through planning, implementation, and monitoring. Specifically, the Senior Manager, Data Analyst will: Oversee data management and reporting for WholeYouNYC Social Care Networks ensuring alignment with program objectives, New York State requirements, and PHS' strategic goals. Produce and maintain operational dashboards that provide clear insights for leadership to proactively identify patterns, trends, and/or data quality issues; and forecast activity for the WholeYouNYC Social Care Networks'. Utilize data to proactively identify priority areas and communities to expand and/or enhance service delivery. Collaborate with leadership to establish a measurement culture, integrating quality improvement and evaluation into both internal and external processes. Support the development and implementation of performance management, quality improvement and evaluation plans. Train and build capacity across the organization and with contracted network partners particularly around program evaluation and efforts towards meeting PHS' mission: Healthy Families, Thriving Communities, and Health Equity. Participate in team and stakeholder meetings, workgroups, and coalitions, as needed. Stay abreast of ongoing and emerging community issues and community-centered best practices to address. Other duties as assigned by the Senior Director of Quality and Evaluation, and in support of the WholeYouNYC Social Care Network Teams. Qualifications and Experience: Bachelor's degree or equivalent; 3-5 years' experience with data analysis, performance management, and/or quality assurance and improvement. 1-2 years' experience providing effective supervision and coaching. Familiarity with Healthcare, Social Services, and/or Managed Care data. Experience building reports and/or dashboards in Microsoft Excel and Power BI. Experience interpreting and using data to identify improvement opportunities and develop recommendations. Experience effectively collaborating with people of different backgrounds. Must submit Resume and Cover Letter. Salary: $95,000 - $95,000. Desired Skills: Fluency with Power BI and Microsoft Excel (specifically, LOOKUP functions and PivotTables). Fluency conducting data analysis using Microsoft Excel, R, STATA, or Python. Ability to conduct forecast analysis. Familiarity with ArcGIS. Benefits: Hybrid Work Schedule.
