POSITION OVERVIEW
DEFTEC Corporation is seeking a Budget Analyst to assist in post-award contract monitoring and reviews of Information Technology (IT) Single Award and Multi Award Indefinite Delivery/Indefinite Quantity contracts. The IT-Program Management (PM) Department is responsible for all IT services and support acquisitions for Defense Threat Reduction Agency (DTRA) Headquarters (HQ) and all satellite locations, supporting over $160M per year in service life cycle equipment and all IT global operations. The Department requires steady state support/monitoring of over 30 contracts with an annual financial obligation of $130M.
JOB RESPONSIBILITIES:

The Budget Analyst position duties and responsibilities consist of supporting the Government in the post-award contract phases:
- Analyzing contract performance metrics to predict future trends and identifying impact on current and planned funding.
- Developing financial reports to inform leadership of actual and projected financial performance to facilitate program decisions.
- Tracking status of contractor financial deliverables.
- Monitoring contract financials, to include ceiling, obligations, and expenditures
- Performing variance analyses; and
- Advising the Government when current funding will be expended, and incremental funding is required.
- Reviewing all contractor provided financial reports (to include invoices, monthly status reports, etc.; validate and develop estimate at completion report(s); meet with the Government to discuss identified discrepancies, concerns, and anomalies.
- Assisting the Government with management of contract invoices by:
- Reviewing all labor and non-labor submissions;
- Maintaining an invoice record;
- Tracking when invoices are expected, received, and paid.
- Facilitating retention of contractor reports and financial documentation in compliance with DTRA's document management plan
- Assisting the Government with the management of contract activity and execution by:
- Tracking contractual terms and conditions.
- Advising the Government when contract modifications and option exercises are needed;
- Reviewing draft documents to ensure that financial data is accurate and consistent with fiscal year spend plans;
- Identifying projected funding requirements.
- Collating relevant financial and contract information to provide to Government personnel engaged in the Award Fee Evaluation Board (AFEB) process.
QUALIFICATIONS:
Required Qualifications:
- Must be a U.S. Citizen
- Possess Top Secret security clearance and be eligible for immediate SCI nomination and indoctrination
- Bachelor's Degree or higher from an accredited college or university in finance, accounting, or similar economics field
- Over (5) years' experience working on government contracts and government annual financial assessments
- Possess working knowledge of government annual budgeting processes
- Strong interpersonal and workflow management skills
- Experience maintaining monthly/quarterly/annual financial datasets, assess information, and disaggregate data for government approvals
- Keen understanding of spreadsheets, database functions, and financial trackers
- Proven ability to discretely handle sensitive and confidential information
- Excellent communication and organizational skills
- Problem solver, critical thinker, motivated self-starter
- Experienced in Microsoft Excel (basic formulas (SUMIF, if/and/or, index match) and pivot tables).
Preferred Qualifications:
- Working knowledge of Procurement Integrated Enterprise Environment (PIEE) and Wide Area Workflow (WAWF).
Work Location:
- Defense Threat Reduction Center (DTRC), Ft. Belvoir, Virginia. Remote work is available two days/week.
