Job Description
Healthcare Staffing Professionals has an immediate need for Program Analyst. The Program Analyst will support the Tobacco Retail Licensing and Enforcement Unit. This position will coordinate the Tobacco Retail Licensing and Enforcement Unit activities under Proposition 56 California Department of Justice funding to reduce youth access to tobacco products. The position will serve as technical expert, management consultant, and liaison to community and County partners working toward the expansion of the Los Angeles County's Tobacco Retail Licensing Program. The position will coordinate collaborative efforts with funded partners, including convening and facilitating meetings with County partners, developing, and implementing community action plans around tobacco retailer engagement, ensuring progress toward goal objectives and activity implementation, providing input and analysis on the content of proposed programming, researching, and analyzing best practices, and providing public health expertise and data.
The positions will start immediately upon acceptance and employment clearance and are initially funded through 6/30/25 with opportunity of extension.
Pay Rate-
$6,003 per month

Shifts: Hybrid, 2 days a week in office in Downtown Los Angeles, but can move to full time in office based on operational needs

Minimum Qualifications
  • A Bachelor's Degree from an accredited college or university in a discipline related to the core business function of the department (e.g., health, public health, public policy and/or social work/social welfare) -AND- three years of experience in the analysis of public or non-public programs including those in public health, public policy and/or social work/social welfare. A Master's Degree from an accredited college or university in a discipline related to the core business function of the department (e.g., health, public health, public policy and/or social work/social welfare) may be substituted for one year of the required experience.
  • A valid California drivers license, proof of vehicle insurance, and reliable transportation or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
Desirable Qualifications
  • Experience in community engagement, licensing, and/or law enforcement;
Content expertise in tobacco control and prevention;
Ability to make effective presentations to both professional groups and the public;
  • Experience working with community-based agencies on education campaigns
Ability to work independently and within a team environment to manage multiple work tasks in a timely manner;
  • Excellent oral and written communication skills;
  • Computer literate and skilled in use of MS Windows-based programs, including MS Office (Word, Excel, PowerPoint, Teams);
  • Experience with contract management; and
  • Team player with strong interpersonal skills and a commitment to internal and external relationship building.
