Responsibilities

  • During the pre-solicitation/requirements development phase, the candidate will support requirements development to include:
  1. Gathering requirements data to develop and prepare pre-solicitation documentation such as Statements of Work, Performance Work Statements, Statements of Objective Market Research Reports, Independent Government Cost Estimates (IGCEs), IGCE Reports, Quality Assurance Surveillance Plans, and other forms of documentation deemed necessary and appropriate.
  2. Conducting market research. Perform competitive, qualitative, quantitative, gap, and trend analyses, and other forms of research deemed necessary and appropriate to surveil and analyze market conditions.
  3. Assisting in the identification of evaluation factors.
  4. Assisting in the preparation of final requirements packages for management review and approval.
  • During the solicitation and evaluation phase, candidate will support preparation of the solicitation, publicizing the solicitation, receiving proposals, facilitation of the evaluation of proposals and determination of selected sources to include the following tasks:
  1. Working closely with FIMA or other Program Office organization to ensure seamless communications and collaborations.
  2. Coordinating FIMA or other Program Office organization review and responses to technical questions during Q&A phase.
  3. Assisting with the coordination of technical evaluations.
  4. Assisting FIMA or other Program Office organization Branch Chiefs in the preparation of technical evaluation memorandum and coordinate the Manager’s review and approval.
  5. Assisting in the preparation and review of technical evaluation documents.
  6. Submitting approved technical evaluation documentation.
  7. Performing other duties consistent with the review and approval of technical evaluation documents, as appropriate.
  • During the award and administration phase, candidate will support preparation of the award decision documentation and award file, as well as the activities associated with ensuring the contractual obligations are met by all parties to include the following tasks:
  1. Preparation of documentation to support contract modification.
  2. Tracking contract deliverables throughout contract life cycles.
  3. Review and tracking of contract invoices for payment.
  4. Monitoring and tracking of contract tasks and obligations.
  5. Documenting Lessons Learned.
  6. Attendance and participation in contract meetings, as requested.
  7. Participating in post-award orientation meetings with FIMA or other Program Office organization and contractors.
  8. Assist with maintaining Contracting Officer’s Representative (COR) files.
  9. Assisting CORs with maintaining communication and collaboration with contractors on performance issues and appropriate mitigation.
  10. Participating in periodic contractor performance reviews.
  11. Providing minutes and action items for contractor meetings.
  12. Assisting in the preparation of timely notices of FIMA’s or other Program Office organization’s intent to exercise option periods.
  13. Assisting in the coordination of vendor administrative requests.
  14. Assisting in the review of contractor claims and make recommendations, as appropriate.
  15. Assisting in ensuring the orderly and timely execution of contract closeouts.
  • Candidate will provide Other Acquisition Management Support Services according to the specific nature of each requirement and FIMA or other Program Office organization request, to include:
  1. Conducting briefings and/or prepare briefing materials.
  2. Preparing issue papers and white papers on select topics.
  3. Participating in working groups and tiger teams; and
  4. Supporting specific executive acquisition advisory support services as directed by FIMA or other Program Office organization senior leadership.

Minimum Acquisition Analyst Experience Requirements

  • 7 years of experience initiating, planning, developing, executing/managing, monitoring, controlling, closing large-scale programs, including service delivery/mission critical programs.

Minimum Acquisition Analyst Education/Certification Requirements

  • Bachelor’s Degree; DAWIA, or FAC-C Level I or II.

Minimum GSA Labor Category Technical Requirements

  • The minimum GSA Labor Category requirement is a Bachelor’s degree and 7 years’ experience or a Master’s degree and 3 years’ experience.
