Description

The Maritime Solutions Analyst identifies opportunities to enhance and expand Prescient Edge Maritime mission engagement. Prescient Edge supports USG customers maritime missions that require innovative solutions involving Artificial Intelligence and Implementation Frameworks that enhance warfighting superiority within the Maritime Domain. To support these activities, the MSA shall function as a technology scout/analyst and experimentation specialist set at the nexus of business operations, operationalizing technologies, and customer mission advocacy, to execute the functions below.

  • Liaise with the Department of Defense Research and Development Enterprise, National security industry, commercial Industry, Academia, and mission partners to optimize resources and accelerate defense experimentation, prototyping, and implementation efforts.
  • Identify, assess, and maintain a portfolio of targeted technology solutions (such as artificial intelligent solutions, robotic systems, waveforms, etc.) that align to Maritime customers strategic priorities and generate proposals for business development.
  • Create a comprehensive project portfolio to outline the progression of specific initiatives.
  • Ensure adequate resourcing across activity areas to meet customer objectives.
  • Define and fulfill project requirements.
  • Review integration strategies and mission plans.
  • Validate concepts in threat representative environments.
  • Design comprehensive data collection plans.
  • Garner warfighter feedback for design improvement.
  • Disseminate findings within the DoD R&D Enterprise.
  • Assist government sponsors in the generation of justifications and requests for University Affiliate Research Center and Federally Funded Research and Development Center support.
  • Submit project proposals, research proposals, challenge bids, etc. to facilitate deliberate growth within related focus areas (such as Minotaur).
  • Design adaptive project plans with detailed work breakdown structures that evolve with the anticipated growth overtime.
  • Assist in the development of manpower requirements and ecosystem design.
  • Develop agreements, instructions, and directives.
  • Design understandable, executable, and repeatable procedures to train the warfighter on Task Force evolution.
  • Support development of doctrine, CONOPs, operating guidelines, tactical employment guidance, and training.
  • Support and facilitate the operational execution of experimentation initiatives.
  • Support the development of new regulations, policies, and procedures to advance operations within the Maritime Domain.
  • Generate reports, proposals, and briefings to demonstrate leadership capabilities of the organization, as well as supporting various marketing and business development efforts through customer interaction.
  • Develop long term strategies for unmanned systems and artificial intelligence based on operational need and implement in accordance with customer operations.
  • Process correspondence, publications, directives, forms, reports, performance reviews, awards, and travel claims.
  • Facilitate staff training; conduct training on Department of Defense ecosystem and contractor support relative to military operations.
  • Complete requirements to maintain required security clearances including data handling training.

The Maritime Solutions Analyst shall:

  • Analyze ongoing efforts (timelines, Key enabling technologies, concepts, interdependent activities, friction points areas for improvement areas for expansion). Deliver report of findings.
  • Research and forecast geopolitical flashpoints and budgetary trends.
  • Conduct thorough review of studies conducted by:
    • Asia Pacific Center for Security Studies
    • Center for Strategic and International Studies
    • The Research and Development (RAND) Corporation
    • Center for Naval Analyses
  • Assist government sponsor in generating additional scientific studies to determine geopolitical flashpoints in the event of insufficient data to complete reliable forecast.
  • Deliver forecast.
  • Design map of overlapping timelines and flashpoints to identify growth areas and efficiencies. Deliver report on areas for efficiencies.
  • Embed execution framework into the natural lifecycle of the new Task Forces. Ensure experimentation and innovation activities align to efficiency roadmap.
  • Facilitate, lead, or support the execution of experiments, test events, exercises, to include events or training using novel tech.
  • Submit proposals based on analytic findings within Strategic Alignment Roadmap to assist Department of the Navy (specifically Warfare Development Centers and Research Labs) to make more efficient use of existing technologies in crisis reaction proposals.
  • Cultivate partnerships with strategic allies.
  • Work within the Innovation Network (Office of Naval Research, Naval X, Defense Innovation Unit, Defense Entrepreneur Forum, etc) to mitigate barriers to execution.
