Job Description


The Journeyman Program Analyst will help support our government client. Coordinate with Program Managers, CORs, and commercial providers for the production of Funding Authorization Form (FAF) packages to be routed through the e915 staffing system for execution.


Duties and Responsibilities


  • Assist with maintaining up-to-date status and progress of command programs and projects, through periodic and formal reviews as well as reports and informal meetings.
  • Assist with responding to queries from internal and external sources.
  • Assist with providing data and affordability research, cost-benefit analysis studies, developing research reports and preparing fiscal projections.
  • Create and modify documentation to support program reviews.
  • Create briefings and reports for reviews to assist CPMs.
  • Establish and maintain, up-to-date integrated contract files including the basic contract, all modifications, processed invoices, and other information deemed necessary to support an understanding of contract actions. Contract files shall be established and maintained in accordance with FAR 4.803 and any applicable Procurement Standard Operating Procedures (SOPs).
  • Adapt and utilize templates and forms developed for our client and other Federal agencies to reinforce acquisition policies and facilitate preparation of procurement packages as directed by the Government.
  • Assist the Government in preparing briefings on programs and activities, by drafting and coordinating, program/project level briefings and support to an Integrated Product Team (IPT) when applicable.
  • Assist to plan and execute logistics for program meetings to include location, agenda, attendance, and materials.
  • Provide program support by assisting with reports, presentations, graphs, tables, and charts. Ensure that data entered within task tools (Excel/SharePoint) is accurate and on-time.
  • Provide support for Command acquisition meetings and reviews. Schedule program/team calls as needed; assist to plan and prepare the agenda as well as document meeting notes; manage calendars and requirements for meetings.
  • Gather appropriate meeting materials along with daily and weekly read-ahead documents to prepare program leadership for meetings and briefings.

 Qualifications


  • BA/BS degree plus 3 to 10 years of relevant experience. In lieu of a Bachelor’s degree, HS diploma/Associate's degree with an additional 6 years of experience in performing requirements for a total of 9 to 16 years.
  • Experience with acquisition/contract requirements documents, contract requirements, contract plans, contract schedules, work packages, risk management plans, decision papers, draft solicitations (e.g., Request for Proposals, etc.) and all other documentation needed to effectively manage contracts for a diverse client base.
  • Excellent written and verbal communications skills with knowledge and ability to utilize appropriate grammatical skills at a professional level.
  • Ability to prioritize daily, weekly, and monthly projects and meet deadlines.
  • Familiar working with technical professionals and other SMEs.
  • Ability to effectively work independently with a willingness to accept direction as needed.
  • Responsible for minutes, scheduling, and taskers.
  • Experience with Microsoft Office Suite products, USCYBERCOM’s Requirements Management System, Workflow Management System, and Microsoft SharePoint 2010 (preferred).
  • Experience working in a complex cyberspace operation and/or multi-stakeholder environment (preferred). 

    Security Clearance Requirements


    • Candidate must possess a current Top Secret/Sensitive Compartmented Information (TS//SCI) level clearance with CI polygraph.
