What We Are Looking For:

We are seeking a dynamic and experienced Business Analyst to join our team in support of a U.S. Federal Government client, where you will play a vital role in aligning IT governance, policy, and project management with broader organizational goals of the client. Utilizing industry best practices, you will develop conceptual business models, assess operational baselines, and define strategic directions to address the client’s organizational needs.

Key responsibilities include:

· Policy Governance and Organizational Alignment:

o Support the alignment of IT governance and organizational structures with broader mission objectives.

o Analyze current processes and systems to ensure compliance with changing legislative and regulatory requirements, including NIST, HHS, GAO, and OMB mandates.

o Evaluate and recommend enhancements to policies, processes, and reporting tools to increase operational capabilities.

· Strategic Analysis and Planning:

o Conduct recurring analyses to ensure the mission and structure of IT services align with organizational goals.

o Track and evaluate emerging legislation, regulations, and intergovernmental mandates to assess their impact.

o Develop strategies linking organizational plans to enterprise goals and broader Government-wide objectives.

o Provide support for strategic planning processes, including defining and implementing enterprise and program goals.

· Performance Metrics and Decision Support:

o Compare and contrast performance metrics and qualitative assessments to evaluate compliance with legislation and organizational goals.

o Assist in developing qualitative reports, stakeholder presentations, and analytics to inform decision-making and optimize IT resources.

· Program and Project Management:

o Assist with project and program management policies, including requirements management, scope definition, and integration planning.

o Support oversight of business plans, budgets, forecasts, and performance evaluations.

o Provide objective assessments of contract performance and adherence to processes.

· IT Investment Management and Emerging Trends Analysis:

o Facilitate and enhance IT investment management processes, including tracking project progress and compliance with Federal and HHS guidance.

o Analyze and document trends in IT services and tools to provide actionable insights for decision-making.

· Economic and Cost Analysis:

o Conduct project assessments and strategic alternative analyses to aid in IT investment decisions.

o Support the development of analytical policies and tools to inform decision-making, including cost risk assessments and earned value management.

Additionally, you will:

· Develop presentations and documents tailored to client needs.

· Effectively present insights and recommendations to clients in meetings.

· Gather and synthesize requirements from clients to inform project direction.

· Create and distribute read-ahead materials to prepare stakeholders for meetings.

· Facilitate, plan, schedule, and operate equipment for client meetings.

· Capture and distribute meeting minutes promptly following discussions.

· Develop work products and deliverables based on client-gathered requirements.

· Think critically and provide strategic recommendations to support client objectives.

This position requires strong analytical skills, technical expertise, and exceptional organizational abilities to manage projects, facilitate strategic planning, and deliver impactful solutions.

Requirements:

· Experience: Minimum of 3 years in business analysis or a related field.

· Onsite Requirements: Currently, the position requires in-person attendance one day a week on Thursdays, with remote work on Mondays, Tuesdays, Wednesdays, and Fridays. Telework arrangements are subject to change based on company or client needs.

· Knowledge: Familiarity with IT governance frameworks such as NIST, FITARA, or FISMA and IT Investment Management (ITIM) processes.

· Technical Skills: Conduct research and reporting on emerging IT tools and technologies to support decision-making.

· Communication: Strong skills in preparing presentations, reports, and clear documentation; ability to facilitate and capture outcomes from client meetings.

· Attributes: Attention to detail, critical thinking, and the ability to work effectively with diverse teams and stakeholders.

Preferred Qualifications:

· Advanced understanding of performance benchmarking and analytics.

· In-depth knowledge of Federal IT policies and regulations.

· Proven ability to support strategic planning processes linked to Government-wide objectives.
