Tuvli, an Akima company, is hiring for an Energy Program Specialist (SME-mid level) to support our DoS client located in Washington, DC. The Department of State’s Bureau of European and Eurasian Affairs Office of the Coordinator of U.S. Assistance to Europe, Eurasia, and Central Asia (EUR/ACE) is responsible for designing, overseeing, and coordinating effective U.S. assistance in the areas of energy assistance for the countries of Europe, Eurasia, and Central Asia as specified in the SEED Act and the FREEDOM Support Act in support of U.S. foreign policy goals. The Energy SME will coordinate with various stakeholders to support U.S. foreign policy objectives. Responsibilities Serve as a program specialist and policy advisor for the European and Eurasian Affairs Bureau and the South and Central Asia Affairs Bureau, working under the leadership of ACE’s Senior Energy Assistance Officer. Provide support and guidance in analyzing public policy and program options and developing strategies to achieve U.S. government foreign policy goals. Manage assigned assistance portfolios under the supervision of a Sectoral Team Lead and coordinate projects from senior level policy working groups. Engage in strategic planning tasks related to energy assistance. Coordinate with a variety of stakeholders, including U.S. government representatives and foreign government representatives. Serve as the Energy assistance liaison on foreign assistance priorities, planning, formulation, tracking, and negotiations. Draft and clear a wide array of materials, including Congressional Notifications and other official papers. Attend and manage special events such as briefings, conferences, and public meetings. Produce, research, and formulate official responses to written and verbal requests. Represent ACE at strategy, planning, and other relevant meetings as the subject matter expert. Coordinate and discuss U.S. foreign assistance policies in support of reform priorities. Serve as an Energy Assistance Specialist in planning and coordinating program strategy among multiple U.S. government agencies. Lead monitoring, evaluation, and learning (MEL) for the energy portfolio. This position may require international travel two-to-four times per year. Qualifications Bachelor’s Degree in a related field and/or 3-5 years’ experience in international relations (at least five years preferred). Technical expertise and strategic advice regarding energy and climate change related programming. Experience with U.S. foreign policy goals and objectives related to foreign assistance efforts in the region. Excellent project management and interpersonal skills. Professional knowledge of political science, international relations, economics, history, geography, or related disciplines. Expert knowledge of the rules and responsibilities of DoS bureaus and U.S. government agencies. Comprehensive knowledge of foreign assistance and budgetary laws, policies, regulations, and precedents. Extensive knowledge of the political, military, and cultural environments affecting the energy sector in the region. Ability to analyze international development strategies and budgetary policies. Well-developed oral, interpersonal, and written communications skills. Ability to identify and interpret relevant political factors affecting U.S. policy and energy assistance objectives.
