Position Summary: In 2024, the Chicago homeless response system (the Continuum of Care or CoC) identified youth as a priority population. Chicago was also selected as a recipient of Youth Homelessness Demonstration Project (YHDP) funding, which provides access to $15 million of funding to support activities aimed at reducing the number of youth, age 24 and under, experiencing homelessness in Chicago. All Chicago, together with the Youth Action Board, youth housing and service providers, the CoC Board, and public/private funders, will lead the effort to secure and implement this funding, and carry out activities to support youth as a priority population for Chicago. All Chicago is seeking one Senior Program Manager to be responsible for overseeing the process of creating a community-driven plan that outlines Chicago’s vision to prevent and end homelessness. The plan is the foundation we must create to be able to subsequently apply for specific project funding for the $15m. The plan should create a coordinated homeless response system that serves youth experiencing homelessness in Chicago. At All Chicago, Senior Program Managers work with their supervisor to provide operational oversight of programs and lead special projects. Senior Program Managers establish and build partnerships with key stakeholders, engage stakeholders in collaborative planning, formalize frameworks for carrying out the area of work, develop marketing and education materials, identify performance metrics to evaluate the initiative, and oversee implementation. Specific Responsibilities: Initiative Management Coordinate Youth Homelessness Demonstration Program (YHDP) planning and implementation with partnering agencies, including overseeing the process to create the CoC’s plan for YHDP. Cultivate and foster strong relationships with key stakeholders including young adults experiencing homelessness, funders, providers, and other community partners and elicit ideas and information needed to improve outcomes in the homeless crisis response system, with special emphasis on addressing the needs of youth and young adults Work with the Youth Action Board (YAB) and staff supporting YAB to lead YHDP planning efforts. Respond to and address the concerns of various stakeholders in a professional and timely manner, including service providers, staff, government officials, People with Lived Experience of homelessness, and other community members. Facilitate collaborative planning and activities across All Chicago staff. Manage YHDP committee meetings by developing agendas, scheduling, taking notes, and providing other administrative supports to committee members. Work with HUD Technical Assistance (TA) providers to create plans for how the TA can be most impactful for the community-driven process and Chicago’s needs related to youth homelessness. Identify what data is needed to inform planning, and work with key entities to compile and analyze data. Manage the process to identify agencies that should receive funding in line with HUD, the CoC’s requirements and the YHDP plan. Act as an ambassador for All Chicago in all settings, demonstrating a commitment to the organizational mission, Emergency Fund programming and Chicago Continuum of Care system priorities. Actively participate in relevant internal and external meetings, as needed and assigned. Staff and/or participate in assigned CoC and/or national committees. Assist in developing and leading technical assistance and training for various providers and stakeholders, as needed. Provide systems analysis, assessment, and recommendations to leaders in the CoC that help expand and improve the youth homeless response system. Administration and Other Activities Create an annual professional development plan and actively works to meet identified benchmarks throughout the year. Demonstrate excellent stewardship of departmental and organizational resources. Communicate effectively with supervisors, peers, and partners in written, oral and in-person communication in both groups and at public events. Think creatively in the development, design, and creation of new applications, ideas, relationships, systems, and support. Actively participates in department, committee, and staff meetings. Assists with All Chicago events and other activities as assigned. Other duties as assigned. Requirements Qualifications: Successful candidates will demonstrate commitment to preventing and ending homelessness in Chicago and will have the following: Master’s or Bachelor’s degree in public policy, public administration, social work, business administration or related discipline, or equivalent degree or comparable experience A minimum of 4 years of experience in the field of social services, property management or related experience; experience with homeless services and housing programs preferred. Demonstrated project management experience, or experience building programs or initiatives. Strategic and solutions-oriented; ability to synthesize information, identify opportunities, appropriately assess risks and benefits, build support for strategies, and manage execution. Excellent professional writing and verbal communications skills; experience in sales or marketing a plus Solid knowledge of the Chicago CoC, Outreach and Engagement programs, and homelessness strongly preferred. Demonstrated work ethic and integrity. Excellent interpersonal skills, professional presence, and ability to interact with a diverse audience. Passion for inclusivity and diversity, and interest in being part of a multicultural team. Good working knowledge/skills with Microsoft Office Suite of products including, but not limited to, Word, PowerPoint, Excel required. Self-motivated with the ability to prioritize, meet deadlines and manage changing priorities in a fast-paced environment.
