Job Description
POSITION SUMMARY
This position is responsible for multiple program service areas that support Trinity River Authority's projects in the Northern and Southern Regions. These areas include the tracking, monitoring, and remediation of security systems technology (cameras, card access, gates, doors, and gate infrastructure). This position will schedule and assess vendor maintenance work to ensure items are remediated as requested. The individual in this position will also work to maintain standardization of security procedures across TRA locations with contract security staff. Identifying areas of opportunity for improvement or service deficiencies, and flagging these items for remediation appropriately.
In this position, the assigned employee will be a primary point of contact for security events, incidents, and investigations to gather information, document facts, and work to follow the investigative process. Regular site assessments shall be conducted quarterly to identify security risks, and flag risks appropriately in a comprehensive assessment report so these risks may be addressed. Provide event support for both internal and external events hosted by TRA or by other parties where TRA may be involved.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Track all security maintenance requests and schedule appropriately with security maintenance vendors.
2. Inventory all security equipment and track items appropriately within TRA systems. Identifying non-standard items, hardware issues, or other flags identified by the Security Manager.
3. Assess vendor work to ensure project completion as requested.
4. Works with contracted security providers to ensure standardization across all TRA locations.
5. Identifies, tracks, and monitors service deficiencies for remediation and contract health statuses.
6. Assists in documenting and training TRA security personnel.
7. Respond to safety and security incidents as needed.
8. Documents incident details, gathers facts, and begins investigations process. Publishes comprehensive reports outlining investigation details/findings.
9. Conduct regular Security and Risk vulnerability assessments at TRA facilities. Tracks and publishes comprehensive reports for security management, risk and safety management, and project management staff to review.
10. Supports TRA internal and external events by providing security services, and assists in event management or special duties as assigned.
11. Works with local, state, and federal law enforcement and agencies as assigned.
12. Monitors and tracks security incidents, hardware failures, service deficiencies, or other operational concerns; assists in documenting and identifying a path toward resolution.
13. Essential personnel are required to report to work when scheduled during departmental and/or emergency situations, including, but not limited to, extended periods of inclement weather when travel may be difficult. This position is essential because, in the absence of sufficient personnel, the plant cannot operate safely.
SUPERVISORY RESPONSIBILITIES
This position does not directly supervise other TRA employees; however, this position will assist in the training and maintaining standard operating practices/procedures among the security team. This position will also be responsible for working directly with contracted security partners with the same aim and approach.
FINANCIAL RESPONSIBILITY
This position will be responsible for creating Purchase Orders and tracking and analyzing cost/spending over fiscal years for security hardware maintenance.
QUALIFICATIONS
EDUCATION
High school diploma required, college degree or some college preferred.
EXPERIENCE
4+ years of security operations experience, preferably in a supervisor capacity.
Experience and exposure to security maintenance programs and security systems & technology (video surveillance, access controls, visitor management applications, and associated hardware items).
CERTIFICATES, LICENSES, REGISTRATIONS
Valid Texas security license. Valid Texas driver’s license. ASIS: Associate Protection Professional or Physical Security Professional
KNOWLEDGE
Knowledge of physical security industry guidelines. Security hardware types, operations, and security systems (video surveillance, access controls, visitor management, etc.)
SKILLS AND ABILITIES
Ability to troubleshoot systems and hardware issues, and work with vendors to remediate issues. Ability to work on multiple projects simultaneously, prioritize tasks, and track progress. Demonstrated ability to document items thoroughly and provide detailed, thorough reports
GUIDANCE RECEIVED
Follows periodic direct instructions and guidelines, and uses policies and procedures that require some interpretation. Problems that cannot be addressed through an existing guideline, policy, or procedure are referred to a supervisor or a more senior position. Incumbents must exercise judgment about whether to escalate issues.
Follows general supervisory instructions, as well as policies and precedents open to judgment in some areas and more specific guidelines, policies, and procedures in others. Based on knowledge of policies, precedents, and procedures, may regularly assist others with standard work methods and problems.
PHYSICAL DEMANDS
Standing for extended periods in various conditions. May require lifting of equipment up to 50 lbs.
WORKING CONDITIONS
Work will primarily be computer-based, but some field work is to be expected both indoors and outdoors at various TRA project locations.
TOOLS AND EQUIPMENT USED
Various basic hand tools, electrical and metering tools as needed for equipment diagnosis. Surveying and investigation equipment as needed such as cameras, measuring devices, quadcopter drones, binoculars, flashlights, and scanners. Computer, tablet, and mobile phone. TRA vehicle.
