Kratos Defense and Rocket Support Services is seeking a Facility Security Manager at a Government Facility located on Fort Bliss, TX. Assists the Task Order Manager in coordination with Government personnel to maintain program security for task order activities including facilities management, property management and physical security. The candidate will ensure personnel processed for access meet the prerequisite personnel clearance and/or investigative requirements. Provides input to the respective Project Leader and the Task Manager, as required, as a Kratos Defense employee supporting the Space and Missile Defense Command (SMDC) Design, Development, Demonstration and Integration (D3I) Domain 1 Task Order to maintain adherence to the provisions of applicable security regulations, guidance and manuals. Provides support in maintaining media control and accountable classified material inventories. Provides support in monitoring a visitor control program - including receiving and maintaining visitor access requests for the program. Receives input from team members and other activities within the program, to include Government Customers, ensuring successful implementation of security measures for a specified requirement. Facility Security Managers are tasked with implementing comprehensive security systems. Security system includes surveillance cameras, alarm systems, and physical barriers to deter and detect unauthorized access. Manages a secure environment that safeguards both assets and personnel. Ensures reproduction and destruction requirements for program documentation are being followed. Supports the conduct of program indoctrination, annual refresher briefings, and debriefings of personnel.

Facility Security Manager (FSM) interprets, implements, and maintains a highly-effective security program consistent with all regulatory, government policies and provides supplemental guidance to leadership. The FSM is responsible for all aspects of the National Industrial Security Program (NISP), both physical and non-tangible, protecting classified information and Government's assets. The FSM is responsible for creating a secure environment for employees, vendors, and visitors. FSM manages daily activities regarding entry, video security, and other security devices. The FSM has a team of security specialists who support the security posture at the government facility. The FSM provides a facility specific Standard Operating Procedures (SOP) based on Army Regulations and Fort Bliss' Security SOP. The security team oversees access control and intrusion detection systems and manages access of all visitors to the facility.

REQUIRED EXPERIENCE AND EDUCATION:
  • BS/BA in related field or combination of lower-level education, formal training, and experience.
  • Capable of developing and implementing a multi-disciplined security program for complex Department of Defense programs. Knowledge of personnel, industrial, physical, Information Technology (IT), Information Assurance (IA), and information security principles.
  • Possesses strong writing skills.
  • Three to ten (3-10) years of experience as a Program Security Officer (PSO) or Contractor PSO (CPSO) with at least 3 years in facility security management.
  • At a minimum should have five (5) or more years of general experience in one or more of the Task Order's Task requirements, Security Support, Physical Security and Risk Management Framework support.
  • Staying up-to-date of the latest industry standards and technological advancements is crucial. Facility Security Managers ensure all security measures align with the current best practices and utilize the latest technologies available.
  • Provides support in data transfer agent duties, ensuring transfer of data from low to high level systems is completed correctly.
  • Must demonstrate a deep understanding of MS Office products for planning, configuration documentation, briefings and reporting.
  • Must be willing to create event reports and provide briefings to peers, superiors and external agencies as required.
  • Active DoD Security Clearance

PREFERRED SKILLS AND EXPERIENCE:
  • Continuous training is paramount for security staff. Facility Security Managers facilitate regular training sessions with security team members to ensure all are well-trained and equipped to counter emerging threats effectively. Assessing potential risks to the organization is an ongoing process. Facility Security Managers conduct regular risk assessments to identify vulnerabilities and implement measures to minimize potential threats.
