SCOPE


The contractor shall provide experienced support in the following areas:

  • Providing technical administrative expertise for the implementation of the U.S. Department of Energy (DOE) Personnel Security Program to include:
o Security clearances and special access processing, adjudication of investigative reports or other security-related information.o Human Reliability Program (HRP).o Administrative Review process.o Personal Identity Verification (PIV) Program in accordance with Homeland Security Presidential Directive 12 (HSPD-12). The PIV Program currently processes badges for approximately 1,000 individuals. There will be an increase in credentials processed by approximately 250% annually until full implementation is met at approximately 10,000 individuals. As the numberof PIV badges processed increases, the government will consider a change to the specified number of FTEs, pursuant to the clause at FAR 52.212-4, paragraph (c), Changes. Unless otherwise captured in a Time and Materials component.
  • Ensure clearance paperwork is completed in a timely manner and documentation of all associated clearance paperwork is accurate.
  • Provide assistance in the use of applicable DOE personnel security databases, and others to ensure accurate clearance activity for HRP, security clearance holder, PIV holder and/or applicant for security clearance in a timely manner.
  • Provide assistance to prepare draft and final correspondence, including security related forms, letters, and memorandums related to security clearance activities.
  • Provide assistance to review for completeness and process security clearance-related documents.
  • Provide assistance for the duplication of security records, including personnel security files.
  • Support various security initiatives, such as administrative review, psychiatric evaluations, and special program clearances.
  • Provide assistance in preparing security documents in electronic format (compact disc) for submittal to DOE-Headquarters.
  • Provide assistance in developing the Project Scanning Plan to include the following (not all inclusive):

o Prepare a schedule for disposition of paper files.

o Determine the number of files.o Arrange for encrypted hard drives for files to be saved on.o Determine metadata requirements.o Scan hard copy documents into databases.o Provide assistance to operate the personnel security clearance processing center.o Provide assistance in the use of the DOE and RL personnel security database as it pertains to security clearance history and/or activity at RL.o Provide assistance to maintain a budget reporting system adequate to account for the expenditure of investigation funds.o The contractor shall provide assistance in use of the Foreign Access Central Tracking System (FACTS).o The contractor shall make entries into FACTS for foreign national visits and assignments that DOE coordinates.o The contractor shall maintain the Foreign National Access Program (FNAP) to include routing visits/assignments for approval and maintaining records.o The contractor shall coordinate with DOE contractor FNA personnel to include Pacific Northwest National Laboratory (PNNL), Hanford Mission Integrated Solutions (HMIS), and Bechtel: Engineering, Construction & Project Management (BNI) as appropriate in the approval of RL visits/assignments to their facilities.o Approve FOCI actions from HMIS in IDMS.
Requirements:

MINUMUM QUALIFICATIONS

  • Processors respectively will show at least one year experience with security clearances and special access processing at the Q/Top Secret/SCI level or higher, processing and adjudication of investigative reports or other security-related information, Human Reliability Program, Administrative Review process, PIV credentialing and suitability and any other personnel security related programs.
  • Current Active ‘Q’ access authorization.
  • Non-native English speakers will need to show proficiency with the English language at a
  • CEFR level C2 or an ILR score of 5+.
  • High school diploma.
  • U.S. citizenship.
