The Personnel Security Specialist provides Personnel Security support to the Executive Office for United States Attorneys (EOUSA) and to 94 United States Attorney's Offices (USAO) that encompasses an estimated 13,000 employees, students, and contractors.
Duties & Responsibilities:
Personnel Security Specialist.
- The Personnel Security Specialist receives, reviews, and assembles detailed security packages for federal personnel security specialists to determine suitability and fitness for employment.
- Assist with security clearance requests, contractor Waivers, initiating e-QIP/eAPP and resolving e-QIP/eAPP issues and/or questions, reviewing e-QIP/eAPP packages and other related pre-employment or re-investigative documents.
- Provides administrative support to Personnel Security Specialists in completing actions in support of the Personnel Security mission.
- The Personnel Security Specialist understands and interprets data retrieved from PIPS/CVS, NCIC, or file share software and other personnel security related databases.
- Receive, log, and/or review request for initial or updated personnel security documents to ensure proper procedural requirements have been satisfied prior to initiating background investigations of individuals who would occupy positions where a determination of suitability and fitness for employment is required.
- Ensure that sensitive investigative data is handled and controlled in a secure fashion to protect and safeguard the rights of the individual Per DoD Manual 5200.02.
- Provide a written report of data received from personnel security reports, records, and investigative materials for review by federal personnel security specialist.
- Assist federal personnel security specialist in the adjudication of background investigations for suitability and fitness for employment with the government.
- Assist with the process of monitoring, tracking, reviewing, analyzing,
- adjudication, and compiling results of completed Background Investigations of government personnel and contract employees conducted by OPM, FBI, and other Federal investigative agencies and provide a recommendation for approval, disapproval, or referral for further investigation.
- Assist with the evaluation of favorable and derogatory information.
- Assist with the preparation of Letters of Interrogatory to resolve outstanding issues. Prepare a written report of findings and recommend the appropriate suitability/security determination.
- Draft correspondence in the form of Letters of Interrogatory, Adjudicative Worksheets, Notice of Proposed Actions, and Summary Worksheets for second level review by federal personnel security specialists.
- Assist in management of personnel security database, to include tasks such as create new cases for employment in JSTARS or personnel security related database in a timely manner with accuracy (not have more than three errors per month, not to exceed three consecutive months).
- Assist in updating JSTARS or personnel security related database by removing personnel that are no longer working for the EOUSA or USAO, adding new contractor personnel, adding clearance information, etc.
- Demonstrate oral and written communications skills to discuss analysis and prepare written communications setting forth analyses and recommendations.
- Maintains various files and records to prepare routine and special reports and analysis of personnel security activities as requested by the EOUSA or USAO.
- Submit time and expense reports per Company protocols, comply with Company and contract policies and procedures, support other duties as assigned by PM or Company Leadership.
- Assist in any other personnel security duties, special projects, as requested.
Knowledge, Skills, and Abilities (KSAs):
- Ability to multi-task, pay close attention to detail, stay alert and focused, and coordinate and manage electronic security equipment.
- Ability to use computer software applications including, but not limited to Microsoft Word, Excel, PowerPoint, databases, and email.
- Possess excellent organizational and file management skills and the ability to plan and execute administrative work with little supervision.
- Possess excellent oral and written communication skills.
- Ability to work independently with little or no supervision.
- Possess excellent typing abilities and the skill to prepare documents accurately with minimal errors.
- Ability to professionally interact with customers, colleagues, and command members at all levels; and to foster positive business relationships.
Minimum General Experience and Education:
- Bachelor's degree and 4 years of experience or if no bachelor's degree, 8 years of experience of relevant personnel security experience involving National Security Information Background and Public Trust Investigation requirements. Experience implementing ever evolving complex personnel security background investigation requirements.
