Job SummaryThis position serves in a leadership and management role, responsible for supervising positions and guiding the overall management of the Rebuild Florida program and Community Development Block Grant-Disaster Recovery (CDBG-DR) funding.
Working closely with US Department of Housing and Urban Development (HUD) staff to ensure that we are following all federal policies and adhering to supplemental guidance issues for this program.
Responsibilities
Coordinating with other state and federal agencies to ensure that Florida Commerce resources are integrated with state and local long-term recovery efforts.
Managing the implementation of all CDBG-DR programs designed for current and future disaster recovery allocations.
Developing future action plans and amendments to action plans for disaster recovery, including the evaluation of unmet needs, design of programs to meet community needs.
Ensuring proper monitoring to help sub-recipients and sub-grantees comply with federal guidance.
Managing vendors and contractors that are assisting with the implementation of programs to ensure that deadlines are met.
Leading the development of a technology system of record that will track all dollars spent on disaster recovery as well as help with application processing and workflows.
Coordinating with agency legislative affairs staff on legislative authority and disaster recovery policy efforts.
Coordinating with agency communications staff to ensure successful program outreach.
Coordinating with agency’s general counsel’s office to ensure legal compliance on statutory and contract requirements.
Knowledge, Skills and Abilities
Manage, supervise, and conduct staff performance appraisals, and handle the hiring and disciplinary actions of staff, as needed, and in compliance with applicable laws, rules, policies, and procedures.
Coordinates communication and technical assistance needs for CDBG-DR initiatives.
Coordinate and assist with training of new staff.
Track, prepare and perform critical review of all required State or Federal reports for content and compliance with statutory requirements and program policy and ensure all reports are routed for internal review and submitted on time.
Oversee CDBG-DR efforts, requiring complex coordination across multiple programs and processes.
Maintain a complete understanding of all applicable HUD, State of Florida policies and requirements.
Oversee the implementation and operations of the CDBG-DR Program, which includes oversight and distribution of resources, Florida Action Plan and overall cost and performance management.
Supervise program managers of all disaster recovery programs and ensure appropriate support for program execution.
Monitor and understand the financial performance of the various programs.
Manage the third-party vendor contracts and overall procurement strategy for CDBG services.
Oversee the deployment and use of CDBG System of Record.

$95,000.00 - $125,000.00 per year
