In this position, you will be responsible for the development, implementation, and management of a highly-effective security program consistent with all regulatory and government policies. You will serve as the primary point of contact for all Physical and Perimeter Security as well as managing the facility's Personnel and Industrial Security programs and ensuring compliance with the National Industrial Security Program (NISP), Intelligence Community Directives (ICDs), Contract Security Classification Specifications (DD254), and other applicable policies/directives. As the FSO you will work closely with various agencies to organize and maintain the company's facility clearance and accreditation.

JOB DUTIES AND RESPONSIBILITIES
    • Responsible for all personnel and physical security operations to include but not limited to onsite facilities, offsite and remote locations.
    • Use a risk-management based approach for the implementation of the security program.
    • Process and protect personally identifiable information (PII) and other sensitive, personal information with regards to reporting responsibilities in a professional manner.
    • Enforce Controlled Unclassified Information (CUI) security requirements embedded in our federal contracts, related to federal client-designated CUI/sensitive information and personnel security program requirements.
    • Review Program Protection Plans and provide technical insight on any necessary additions or improvements as required.
    • Write Policy and Guidebooks pertaining to the Program Protection Plan to include templates, technical guidance, and overall PPP management.
    • Prepare, maintain, and protect official records auditable by U.S. Government representatives.
    • Manage access of support vendors, consultants, and contactors to secure facilities.
    • Interact with functional business units, senior management, and government representatives.
    • Liaison with local and federal law enforcement, federal investigators, and emergency response personnel where necessary.
    • Interpret and administer existing policies and develop, document, implement, and communicate revisions to existing policies or new policies, processes, and procedures and training.
    • Provide continuing education and training programs such as briefings and newsletters.
    • Manage foreign travel security and reporting program in an effective manner for employees that travel frequently to various locations
    • Track security clearance investigations and perform administrative support functions to include DISS and eQIP administration and outgoing visit requests.
    • Provide security briefings, debriefings, and awareness training for site personnel.
    • Process necessary badge requests for employees and update physical security control systems.
    • Review the details and requirements issued in formal DD254 contracts Review of required forms, process and screen of security forms (SF86, SF85) of various background investigations, and associated paperwork for accuracy.
    • Conduct annual self-inspections for the entire facility as well as any Sensitive Compartmented Information Facilities (SCIF).
JOB REQUIREMENTS AND MINIMUM QUALIFICATIONS
    • Top Secret/SCI clearance is required.
    • Minimum of 5-8 years of experience performing security duties in an environment subject to NISP guidance and DCSA background investigations.
    • Professional experience as an FSO or CPSO and a proven track record of managing a highly successful NISP program.
    • Experience with applying for and establishing an Industrial Facility Clearance (FCL) thru DCSA is required.
    • Demonstrated leadership, communication, and interpersonal skills required as well as strong analytical ability leading to exemplary execution.
    • Mastery of the National Industrial Security Program Operating Manual (NISPOM) and COMSEC.
    • Ability to solve complex challenges independently in compliance with written and verbal guidance is required.
    • Ability to conduct investigations objectively and professionally regarding sensitive issues.
    • Fully competent in using various software and systems including MS Suite, Intrusion Detection/Camera Systems, Access Readers and Badging Software.
    • Completion of all Defense Security Service FSO training requirements.
PREFERRED EXPERIENCE
    • Industrial Security Professional (ISP) certification.
    • Prior experience building out/accrediting and maintaining a SCIF.
    • Experience with the implementation of CMMC policies.
    • ITAR and Export Control knowledge.
