HQ USAF and Support Elements Program Specialist

Pentagon, Virginia Summary:

The primary purpose of this position is to serve as a Program Specialist developing and effectively managing Air Force policy, programs, and resources; and resolving Air Force issues for all Total Force technical training programs. Responsibilities: Provide technical guidance and assist the Division Chief by overseeing accessions, training requirements and resources, skills management, and retraining policy in the Division. Administer and manage the policy, planning, and execution of AF-level officer and enlisted recruiting, accessions, retraining, testing, publications, scrolling, and Sources of Commission (SOC) programs. Represent the Directorate with a variety of organizations in ensuring mission effectiveness across the AlPT portfolio. Represent the Air Force's Military Personnel Programs with a wide variety of internal and external officials. Requirements: Conditions of Employment: Specialized experience requirements as described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. At least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Specialized Experience Examples: Serving as a subject matter expert in policies, concepts, and procedures affecting Total Force recruiting, accession, training, reclassification, and appointment functions. Interpreting public law, DoD, and Air Force legislative and regulatory guidance regarding management of AF accession and training programs. Executing Air Force Planning Programming, Budgeting and Execution (PPBE) process for program management oversight. Knowledge, Skills, and Abilities (KSAs): Knowledge of public law, DoD, and AF recruiting, accession, training, reclassification, and appointment policies and procedures. Knowledge of Officer and Enlisted Accession, Training, Reclassification, and Appointment program mechanisms. Knowledge of the AF Corporate Structure (AFCS) process; Planning Programming, Budgeting and Execution (PPBE) process and congressional review procedures. Knowledge of the mission, roles, functions, organizational structures, and operation of the DOD, Air Force, and/or federal organizations. Knowledge of educational multimedia formats, hardware and software configurations, and development constraints. Ability to work in a multifunctional environment involving management of several priorities and interaction with high-level officials. Additional Information: Credit will be given for appropriate unpaid and or part-time work. Volunteer work experience helps build critical competencies, knowledge, and skills.
