The Accounting Manager uses advanced professional knowledge and judgment to manage the day-to-day core functions of COG's financial and project accounting system. This position drives the monthly accounting closing process including journal entry processing, GL account reconciliations, preparation of monthly financial statements and supporting analysis of the monthly operating results to ensure accurate accounting records are maintained.

EXAMPLES OF WORK
- Responsible for the general accounting operations, insures, verifies and monitors the accuracy of financial transactions in the financial management system related to the general accounting activities.
- Supervises and monitors the work performed in the areas of payroll, accounts payable, general ledger and assists with the completion of these activities as necessary.
- Ensure proper accounting for fixed assets, leases, project and account analysis and assist with year-end financial audit, tax preparation and regulatory filings.
- Coordinates and reviews the analyses and preparation of schedules and reconciliations of the general ledger accounts and subsidiary records to ensure the accuracy and classification of the accounting data.
- Provide assistance to the independent auditors in the performance of the annual COG audit. Furnish documentation, schedules, analyses, reports and other information as required for verification and accuracy of the financial management system.
- Recommends and develops procedures or modifications to the general accounting operations to maintain and provide effective internal control and efficiency over the financial management system.
- Maintains the fixed asset system and related subsidiary records. Ensure proper transaction disclosure of assets vs. expenses and assess existence through physical inventory performance. Disseminate information to departments as necessary.
Responsibilities Include:
- Support Incurred Cost Submissions, internal rates/pools and reconciliation.
- Implement, document, and maintain adequate and effective internal control policies and procedures.
- Drive process improvements around the efficiency, timeliness, and accuracy of month-end close and reporting cycles.
- Responsible for ensuring compliance with all applicable laws, rules, and regulations (GAAP, CFR, CAS, tax, etc.).
- Demonstrate the ability to identify issues and make recommendations to management for resolution or mitigation.
- The position will exercise safeguards and controls to ensure the integrity of data input and output and reliability of the hardware and software for a continuous flow of the Accounting Operations Section.
SUPERVISORY RESPONSIBILITIES
Provides supervision and basic training to staff related to the general accounting operations and carries out those supervisory responsibilities in accordance with the organization's policies and applicable laws. Some supervisory responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Strong knowledge of governmental accounting, accounting systems, internal audit, grant/project management, budgeting and cost accounting. Thorough knowledge of the policies, procedures and regulations governing financial operations. Comprehensive experience with the design and use of computer systems for financial management and office automation. Demonstrated ability to plan and supervise the work of others. Ability to exercise good judgment in area of responsibility.
Education and experience: At least ten years of progressive experience in accounting operations and financial management for a project-based nonprofit or federal government contractor using GAAP, FAR, CAS and CFR/Uniform Guidance. Proficient with Deltek CostPoint. A bachelor’s degree in accounting or related field, CPA preferred. Five years of management and supervisory experience. Strong service orientation, prioritize responsibilities, and manage multiple tasks in a high-paced environment.
Computer Knowledge and Skills: Experience with database management, spreadsheets, word processing, operating systems and other applications as appropriate.
Communication Skills: Excellent written and verbal communication skills. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
Mathematical Skills: Strong mathematical and analytical skills. Demonstrated experience with Excel. Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Reasoning Ability: Strong attention to detail. Self-starter who takes ownership to identify and solve problems. Demonstrated ability to maintain a high level of confidentiality. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Strong organizational skills and ability to prioritize tasks and meet tight deadlines.
Certificates, Licenses, Registrations: No requirements but CPA preferred.
