Job Summary

CARECEN maintains a $15 million annual budget and requires the assistance of a full-time, experienced accounting manager who, in partnership with the Controller and Finance Manager, will oversee the financial operations of CARECEN and ensures accurate financial reporting, robust internal controls, and compliance with all regulatory requirements. This role is critical in managing the organization’s financial resources and in building a strong high performing finance department able to scale with organization’s growth.

Job Responsibilities/Essential Functions

Accounting Operations:

  • Record basic transactions in the journals and subsidiary journals and post entries to the ledger accounts with minimum supervision.
  • Maintain balance sheet accounts’ schedules.
  • Maintain subsidiary spreadsheets.
  • Develop, implement and maintain a cost allocation system.
  • Work with program departments’ managers to develop and produce periodic budget vs actual reports for their specific unit.
  • Perform or supervise all duties related to Accounts Receivable: Processing of cash receipts including verifying coding, depositing, data entry, performing credit card reconciliations, and handling, wires, and ACH.
  • Perform or supervise all duties related to Accounts Payable: Examine invoices and staff reimbursements for accuracy, completeness, adequate coding and proper backup; ensure vendor invoices are paid on time; communicate with vendors and staff in a professional manner.
  • Lead the preparation of CARECEN annual budget and grant proposal budgets.
  • Lead the year-end closing of the books in preparation of the annual audit.
  • Supervise or process semi-monthly payroll and transmit to payroll service provider.
  • Record semi-monthly payroll in the accounting system.
  • Prepare monthly variance reports for assigned grants.
  • Responsible for annual 1099s reporting.
  • Work with fundraising colleagues to conduct monthly revenue reconciliations between accounting and fundraising systems.
  • Perform ad hoc financial projections for union negotiations.
  • Back up other staff, and assume other duties as required.
  • Be ready to assume a workload that frequently necessitates an adjustment of priorities.

Grant and Contract Management:

  • Provide strategic guidance to all program managers, ensuring effective management of all revenue streams.
  • Prepare and submit grant invoices and budget to funders.
  • Ensure compliance with all grant and contract requirements, including reporting, and financial tracking.
  • Develop and maintain strong relationships with funders, partners, and internal stakeholders to support CARECEN funding and revenue goals.

Financial Reporting and Compliance:

  • Oversee the preparation and presentation of accurate and timely financial statements and reports to the Controller.
  • In partnership with the Controller, monitor and analyze financial performance, identifying trends, risks, and opportunities to improve financial health and achieve organizational goals.
  • In partnership with the Controller monitor cash flow and manage the organization’s liquidity to meet operational and strategic needs.
  • Ensure compliance with GAAP and other regulatory requirements, including IRS, federal, state, and local regulations for 501(c)(3) organizations.
  • Manage the annual audit process, funder audits, 990 return, working closely with external auditors and ensure timely and accurate completion.

Supervisory Responsibilities:

  • May directly supervise one or more finance department employees.
  • Carries out supervisory responsibilities in accordance with CARECEN policies and applicable laws.
  • Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems.

Required Skill/Qualifications

  • One to five years of progressive accounting experience in the non-profit sector.
  • Bachelor’s degree in accounting or related field, and/or relevant experience, is required.
  • Experience managing accounting and financial management systems is required.
  • Advanced skills with Excel, and strong competency with the Microsoft suite of products.
  • Excellent interpersonal and communication skills, with the ability to work collaboratively with various stakeholders.
  • Excellent organizational, project management, problem-solving, and analytical skills.
  • High level of integrity and commitment to ethical financial management.

Classification and Work Schedule

This is a full-time, exempt position. Office hours of operation are 9:00 am to 5:00 pm, Monday – Friday, with flexibility required based on the needs of the organization. The primary emphasis of the position is fulfilling assigned responsibilities rather than adhering to a strict work schedule. Exempt employees do not receive overtime compensation, compensatory time off, or additional compensation beyond the salary assigned to the position.

Work Environment & Physical Demands

This job operates in a professional office environment. The position requires the ability to lift files, open filing cabinets and bend or stand as necessary.

Travel Requirements

Ability to travel for meetings at offsite locations in the Los Angeles area.
