POSITION SUMMARY

Position Summary:

Reconciles expenditure accounts utilizing the County Finance Office HTE system and the Health Department Accounting system and follows up on discrepancies. Set up/track/calculate/process requests for advances from staff for workshops/course registration, lodging, meals, and travel per county policy.

DUTIES AND RESPONSIBILITIES

Essential Functions Of The Position:

Process requisitions, pay invoices, answers questions from staff and vendors.
Reconcile accounts utilizing the County Finance Office Munis system and follow up on discrepancies. Assist in maintenance and preparation of monthly expenditure reports Back up to Deputy Registrar.
Process all requisitions for goods to include obtaining quotes, assigning commodity codes and keying requisitions into in County financial system.

Process purchase orders when approved by County Finance Office to include ordering supplies, etc. and dispensing to Program Supervisors. Responsible for tracking all purchase orders for expenditure lines and following up on late orders.

Process change orders for purchase orders.

Answer questions from vendors and staff regarding orders, invoices, pricing, etc.

Responsible for keying a high volume of invoices in County financial system ensuring invoices are processed in a timely and accurate manner. Ensuring invoices, packing slips and purchase orders match and following up on any discrepancies.

Maintain accurate and up-to-date purchase order files for open POs.

Serves as backup to the Deputy Registrar for Vital Records. This includes processing death certificates in the NC DAVE system, completing burial transit permits, home births and affidavit of parentage forms, etc.

Prepare clinic program expenditure reports monthly to include vendor, description of goods/services and cost for Health Department management staff .

Assist immediate supervisor as needed with compiling information, retrieving files/spreadsheets and other documentation needs in preparation for meetings, audits, etc.

Other duties as assigned by immediate supervisor or by health director for special task assignments.
MINIMUM QUALIFICATIONS

MINIMUM REQUIREMENTS TO PERFORM WORK:

Graduation from a high school including or supplemented by basic courses in bookkeeping or accounting and three years experience in bookkeeping or accounting clerical work in an accounting office; or an equivalent combination of education and experience. (Completion of a one to two year business course in an accredited community college or business school including or supplemented by basic courses in bookkeeping or accounting may be substituted for two and three years of the required experience respectively).
