Job Description

SUMMARY OF DUTIES AND RESPONSIBILITIES:

General tasks and responsibilities will include: 

  • Support Senior Director and manage departmental tasks when he is away. 
  • Manage staff of three to register and commit city/other dollars.
  • Review and Reconcile capital budgets, pre-encumbrances, encumbrances and expenditures. 
  • Troubleshoot PS financials errors and provide support on daily basis to OFD.
  • Analyze data from queries and produce monthly reports from FMS and PeopleSoft. 
  • Perform reconciliations between FMS and PeopleSoft.
  • Monitor and track encumbrance’s registration with NYC Comptroller’s office.
  • Assist with preparation of final registration documentation and submission to NYC Comptroller’s office
  • Follow up with NYC Comptroller’s and OMB on PO submissions 
  • Ensure POs registrations requests are logged into the system within a timely fashion.
  • Assist the accounting department with the review of COVID related purchase orders, invoices and payroll certification. 
  • Work with Central office, Site Leaderships on financial reports and analyses.
  • Assist with internal workflow review of registration packages, work orders and contracts approvals.
  • Review contract change orders for budget sufficiency, and request release of budget contingency as needed.
  • Assist Sr. Director with other assignments.

Minimum Qualifications

  1. A Masters Degree in Business Administration, Science, Health Care Administration, Engineering or related program from an accredited college or university or a license as a Professional Engineer or registration as an Architect; and,
  2. Six years managerial experience in Capital Program or budget work in the construction field, including two years experience in budget administration and management of health care facilities; or,
  3. A satisfactory equivalent combination of education, training and experience.

KNOWLEDGEABLE IN:
•    NYC Capital Budget Process 
•    Pivot Tables
•    Analyzing data
•    Expert in Microsoft Excel and Access
•    Working knowledge of payments, reimbursements, Accounts Payable, and General Ledger

PREFERRED SKILLS:
•    Critical thinker 
•    Working knowledge of PeopleSoft, Financial Management System (FMS2, FMS3)
•    Advanced Excel data management skills
•    Writing and communication skills

YEARS OF EXPERIENCE: 
•    A bachelor degree in accounting, or a bachelor degree in Finance with an emphasis on accounting
•    Expertise: PeopleSoft Project Costing, Commitment Control. 10+ Years
•    Excellent Knowledge: PeopleSoft Supply Chain, Account Payables, and General Ledger. 5+ Years
•    Basic Knowledge: PeopleSoft Asset Management, PeopleSoft Payroll. Additional Skills: PeopleSoft Customer Contracts, Billing and Account Receivables.
•    A working knowledge of Financial Management System (FMS2, FMS3) is a plus.
