Job Description
The Program Director II demonstrates strong leadership skills and has full responsibility for the planning and performance of major business programs throughout all phases of the program lifecycle. The Program Director II is responsible for the cost, schedule, quality, customer satisfaction and technical performance of company programs and for using that successful execution to drive future growth. The Program Director II is responsible for close customer relationships, and leveraging open communication to identify and develop new customer solutions and products. Responsible for developing successful proposal strategies including planning investments and making timely decisions to increase the probability of winning new business opportunities. This position will be required to forecast sales, new business, and gross profit on their programs, and to meet the strategic and operational goals of the business unit. The Program Director II will mentor Program Managers and lower level Directors in achieving excellence in program execution through the use of Earned Value and other techniques to identify program issues. Manages a staff of Program Managers and a large portfolio of programs typically with combined contract values of over $200M and significant impact on the enterprise. Responsibilities and Tasks in order of priority to be successful Leads, energizes and inspires cross functional teams to achieve successful execution of company programs and to expand their technical knowledge. Holds self and team accountable for delivering superior results on challenging assignments. Develops team members to be highly adaptable and flexible in handling changing business demands. Creates profitable strategic plans with long term vision considering the potential range of applications for our technologies and capabilities, external market trends, and the development of solutions which allow our customers to gain strategic advantages. Builds, develops, and maintains close domestic and international customer relationships. Identifies, recognizes and capitalizes on trends and business opportunities by creatively addressing critical customer or business issues, and continually pursues open communications to strategically expand the business. Inspires and leads breakthrough processes and products, high impact change initiatives and continuous improvement efforts to meet customer requirements by fostering an entrepreneurial and collaborative workforce. Strategically plans for future staffing requirements, capitalizes on staffing trends and maintains networks for recruiting options. Selects, mentors, and develops subordinates and assigns work for most efficient utilization of personnel, reviewing their activities to assure quality performance. Makes appropriate promotional, compensation/rewards and staffing decisions. Acts as the principal point of contact with major customers to assure satisfaction regarding product performance, delivery, cost and quality. Provides sufficient details of program performance, risk assessments, and identification of opportunities for improvement. Conducts periodic program status review meetings with customers and execution team to monitor program execution and collect program performance feedback, risk assessment inputs, and identification of opportunities for improvement. Ensures Program Managers have robust cost and schedule baselines for all of their programs and projects. Plans and executes programs per contractual obligations, directly and/or indirectly managing the performance of multiple suppliers, affiliates, or peer organizations. Establishes and monitors adherence to master program plans and schedules, preparing and issuing operational and program directives and controlling product configuration. Coordinates design for manufacturability efforts, and ensures smooth transition to production for development programs. Leads high level technical discussions, both internally and externally, to ensure all technical requirements are met. Continually benchmarks processes to best practices. Assists teams in exploring new concepts that will deliver innovative solutions and significant advancements. Continuously wins new business by working with the business development team to develop effective marketing and proposal strategies. Oversees and leads major proposals through the Business Acquisition Process. Develops initial program planning including proposal philosophy and pricing strategies. Influences the development of contract negotiation strategies with customers, suppliers, and affiliates to achieve financial objectives. Understands contractual obligations, communicates contractual requirements to affected functional groups, affiliates, and suppliers and ensure these obligations are met by proactively identifying and mitigating risks, facilitating the resolution and coordination of efforts to ensure preventive measures are taken or, when needed, to correct deficiencies or obstacles to performance. Reviews and interprets risk analyses and earned value management reports from program managers to anticipate problems and take corrective action to prevent/mitigate problems, and plan for management reserves. Prepares forecasts of new business, sales, and gross profit for annual operating plans and statuses those plans at regular intervals. Reviews and approves all contract changes with special attention paid to cost, schedule and risk elements. Incorporates the ESA Quality Policy into the development and delivery of all products. Implements a zero defect philosophy into all integrated product teams. Acts as a steward for all company policies and best practices to achieve program quality goals. Qualifications
Bachelor's degree required (5-10 years functional experience may substitute) Master's degree preferred PMI Certification preferred 12+ Years Functional Experience required 12+ Years Industry Experience Skills and Abilities: Strong demonstrated experience managing programs over entire product life cycle (pursuit through support and closure). Highly skilled in mentoring and leadership using innovative techniques to achieve the highest performance levels from their team. Expert understanding of industry trends and our customers and competitors strategies, strengths and weaknesses. Subject matter expert on particular product line and winning new business through effective marketing and proposal strategies. Demonstrated ability to complete programs within scope, on time, within budget and delivering a quality product to the customer with a high level of satisfaction. Strong knowledge of the defense acquisition process and an understanding of Defense Acquisition Regulations (DFARS). Subject matter expert with ability to hold others accountable to disciplined internal processes, and industry standard tools such as Earned Value Management (EVM), Program Planning, Requirements Management, and Risk Management. High level of expertise and business acumen in managing Profit and Loss statements, Return on Investment analysis and cash flow. Demonstrated ability to work successfully with international teams, showing awareness of cultural differences. Expert knowledge of Integrated Logistics Support. Knowledge of relevant type of contracts for the Business Unit supported, e.g. fixed price, cost plus, time and materials, performance-based logistics, contract logistics support, master repair agreement. High level of ability in negotiation, collaborative problem solving, conflict management, meeting facilitation skills, and applying tact and diplomacy with internal/external customers and foreign personnel. In-depth understanding of program documentation, requirements, expectations, and deliverables, i.e., the RFP, proposal, contract, SOW, assumptions, constraints, CDRLs, etc. Superior ability to clearly communicate ideas verbally and in writing. Demonstrated ability to influence without authority.
