Related positions are contingent upon board approval. The Director of Transportation Services is responsible for making sure all students requiring transportation get to school and home on time, safely, and efficiently. Essential Functions

Directs system-wide transportation services and ensures safe and timely transportation for students in accordance with applicable federal, state, and local laws pertaining to special education and transportation services. Oversees the development and implementation of processes, systems, and staff training required to prepare daily reports on transportation service delivery including what buses were on time and late, what drivers showed and did not show, what incidents occurred; and develop strategic and tactical plans to address areas for improvement. Increases the efficiency of transportation services for City Schools through route optimization, fleet management, contractor management, and personnel management. Builds the capacity, cohesion, and focus on mission for all personnel in transportation services and contracted transportation services in order to maintain and improve service delivery, quality control, and effective management on a daily basis and when unexpected challenges occur. Plans, manages, and oversees the budget for transportation services. Provides reports and updates on transportation service performance to the Chief Operations Officer and collaborates in making strategic decisions regarding transportation services. Directs the overall operations of the City Schools mail center including providing strategic guidance for the improvement of service delivery. Ensures service delivery by transportation contractors meets or exceeds the contract specifications through effective management and on-site audits of contractor services and records. Oversees the screening and training of bus drivers and ensures that all bus drivers are in full compliance with City Schools' performance standards and procedures and all Maryland DOT rules and regulations regarding the safe operation of school buses. Builds, manages, and supports a high-quality staff with supervision, performance reviews, mentoring, professional development, and training. Plans and controls staffing and performs other human resources, finance, and payroll-related functions for assigned employees. Meets regularly with MSDE, Special Education, and homeless representatives to ensure efficiency in the transportation of special education and homeless students. Coordinates the evaluation of snow conditions along secondary streets and sidewalks which may impact the transportation or walking path of all City Schools students. Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board policies, and professional standards. Bachelor's degree from an accredited college or university, preferably with a major in business administration, accounting, finance, or transportation. Degree must be from an accredited college or institution. Seven years of supervisory or managerial experience for student transportation/logistics services. Experience with a public school system is preferred. Deep knowledge of best practices in transportation management and use of transportation technology systems for routing, fleet management, and service monitoring. Demonstrated ability to analyze transportation service operations, develop strategic recommendations for improvements, and oversee a multi-year implementation that results in operational and/or cost improvements. Demonstrated ability to lead a diverse staff and provide coaching, staff development, and evaluations that result in the improved capacity, performance, and commitment of staff. Experience doing this in a labor environment with bargaining units preferred. Full time or Part time
