Sr. Director Accident Investigation Unit

Roles & Responsibilities: Provides executive leadership in managing detailed investigations of derailments, collisions, employee/trespasser/pedestrian/contractor incidents, and near-miss incidents, ensuring thorough analysis and comprehensive reporting. Oversees and enhances the incident reporting processes for safety-related activities in Rail, Bus, and Light Rail Operations, identifying root causes and trends, and implementing strategic recommendations to mitigate NJ TRANSIT's exposure to accidents and near-miss incidents. Leads coordination efforts for all safety-related investigations with external properties and regulatory agencies, including the National Transportation Safety Board (NTSB), Federal Railroad Administration (FRA), NJ, NY, PA Departments of Transportation (DOT), Occupational Safety and Health Administration (OSHA), and the New Jersey Public Employees Occupational Health Administration (PEOSH). Directs the response efforts of "on-call" Duty Officers and personally oversees responses to critical events on a 24/7/365 basis, ensuring immediate and effective action. Oversees and actively participates in interfacing with NJ TRANSIT’s Emergency Operations Center (EOC) as required, ensuring seamless coordination during emergencies. Assists with in-depth analysis of system-wide operations, employee, and organizational development, focusing on the integration of new equipment technology and operational processes through the configuration management process. Represents NJ TRANSIT as a key liaison on safety issues to various state and federal agencies/commissions, advocating for the organization’s safety priorities and ensuring compliance with regulations. Directs comprehensive inspections and audits of safety compliance programs, ensuring adherence to FRA, FTA, NJDOT, SSOA, ISO, and contractual requirements, and drives continuous improvement in safety standards. Leads the management and development of staff, fostering a culture of continuous learning through career development, training, continuing education, mentoring, and guidance. Strategically plans, approves, and monitors budgets, expenditures, and purchases, ensuring fiscal responsibility and the optimal use of resources to support safety initiatives. Collaborates with other departments to ensure the safety function of NJ TRANSIT receives adequate support, maintaining a safe and reliable transportation system through integrated efforts. Coordinates with regional transit systems and agencies to address and resolve public transportation safety concerns, fostering regional safety partnerships. Oversees the completion of all safety-related projects assigned by the Sr. Vice President & Chief Safety Officer, ensuring timely and effective project execution. This Position Supervises: Sr. Manager, Accident Investigation & Analysis - Rail & Surface Education, Experience & Qualifications: Bachelor’s Degree in safety, engineering, physical sciences, social sciences, public administration, occupational safety, construction management, or similar field of study and ten (10) years of progressively responsible, broad-based management experience in transportation, system safety, with increasing responsibilities for multi-faceted direction and planning. One year of closely related experience can be substituted for each year of education required. (total years of experience required without a degree is 14 years). Knowledge & Skills: A thorough knowledge of management skills; technique; safety concepts and procedures; excellent communication leadership, organizational, analytical, and interpersonal skills are required. Knowledge of applicable regulatory safety requirements desirable.
