Procurement Manager

to join our high-performing Supply Chain team. In this pivotal role, you will help ensure a seamless flow of materials and components to our production floor, directly contributing to the success of our operations. This is an exciting opportunity for an experienced procurement professional to take on a leadership position within a collaborative environment, where you will oversee the acquisition of materials, manage supplier performance, and drive the full purchase order lifecycle. As Procurement Manager, you will be responsible for key activities including supplier development, requirement solicitations, purchase order awards, post-award management, and closeout processes. You'll also lead a team of procurement buyers who are responsible for securing materials, parts, components, equipment, and commodities to support our manufacturing needs, ensuring just-in-time deliveries to meet our production schedules. You will play a critical role in managing supplier relationships and ensuring our factory's material requirements are met for various programs. Major Duties & Responsibilities: Reviews Purchase Requisitions and Purchase Orders for FAR, DFAR's compliance and overall value. Place purchase orders of medium to high complexity in accordance with all regulatory and corporate compliance requirements for various complex subcontract (Cost Type, Incentive Type, Firm Fixed, etc.). Support negotiation strategies and support formal negotiations (Price, Delivery, scope, Terms & Conditions). Perform price and cost analysis techniques in support of proposals. Work closely with the Program and other functional groups (Operations, Quality, Engineering, Program Management, etc.) to achieve objectives. Maintain POs to ensure accurate and timely supplier delivery information. Develop procurement strategy & take responsibility for overall purchasing and strategic initiatives to build a competitive position. Lead a group of purchasing agents and buyers throughout the process of building relationships, negotiating, evaluating, conducting interviews, and managing supplier and vendor contracts. Issue Requests for Proposals (RFPs) to identify potential supply sources for required materials or services and participate on the proposal evaluation team in fact finding, technical evaluations, and cost/price analysis of suppliers' responses. Effectively serve as first point of escalation to resolve pricing and lead time challenges with suppliers. Develop and execute negotiation strategies for pricing agreements and long-term Agreements. Provide guidance on effective source selections to ensure compliant awards. Utilize metrics and KPIs to effectively evaluate supplier performance, while maintaining supplier performance KPI and proactively working with supplier, towards continual improvement. Lead process improvement initiatives and proactively identify and implement solutions to ensure compliance. Conduct and oversee compliance training to maintain regulatory adherence. Expedites material to ensure on-time delivery. Ability to present to senior leadership team as needed, such as Quarterly business vendor reviews, supplier escalations & vendor performance improvement plans. Requires approximately 15% travel for vendor interface, contract negotiations, and other business-related activities. Qualifications

Minimum: Bachelor's Degree. Eight (8)+ years of experience in purchasing and/or government procurement. Three (3)+ years' experience in Supply Chain leading people. Experience with use of ERP/MRP systems. Strong understanding of Federal Acquisition Regulations (FAR/DFARS). Experience with procurement/subcontract compliance with Public Laws, Policies, Prime Contract Flow Downs, ITAR and import/export requirements, and the situational applicability. Experience in written contractual authorization/vehicles (Cost Plus, Firm Fixed Price, Time & Material etc.). Strong understanding of contract terms and conditions & risk mitigation strategies. Demonstrated ability to achieve positive results through influence, negotiation and change management. Ability to develop sound relationships in internal and external stakeholders as well as customer organizations. Proficient in MS Word, PowerPoint, Excel, and MRP systems. Effective communicator both orally and in writing. This position requires access to technology, materials, software or hardware that is controlled by US export laws. In order to be eligible for this position, you must be a "US Person" under US export laws (or eligible for approval under a U.S. Government export license). Ability to obtain and maintain a U.S. government security clearance. Preferred: Masters' Degree in a related field or an equivalent combination of education and experience. Experience in the aerospace and defense industry. SAP experience is strongly preferred. Salary Range:

$137,574 - $237,000 annually. Applicable pay within the posted range may vary based on factors including, but not limited to, geographical location, job function of the position, education, and experience of the successful candidate. Employees may be eligible for a discretionary bonus in addition to base pay.
