Senior Financial Management Analyst - Navy Undersea Warfare Program Support

Synchron has an exciting opportunity for a Senior Financial Management Analyst to provide business and financial support to the U.S. Navy Team Submarine organization at the Washington Navy Yard in Washington, DC. You will provide direct support to the Undersea Defensive Warfare Systems Program Office (PMS 415) for Navy counter-measure defense systems. We are seeking a candidate to help provide the US Navy and our Allies and partners with cutting edge undersea warfare technology and capabilities.
Responsibilities:
Provide the program planning, budgetary, and execution support for a broad range of Navy appropriations (RDTEN, OPN, OMN, WPN and SCN) that support undersea warfare programs. Assist in the preparation, identification, and justification of the financial resources for both current budgets and out-year forecasts for all RDTEN, OPN, OMN, and WPN appropriations by collecting, reviewing, and integrating financial input from the designated Government financial managers. Support the formulation, justification, and presentation of POM and budget submissions, which are in accordance with Financial Management Regulations (FMR), including Midyear, FMB, OSD, and Congressional budget reviews by collecting, reviewing, and integrating financial input from the designated Government financial managers. Support the development of Department of the Navy (DoN) Budget Estimate Submission (BES) inputs to OPNAV Resource Sponsors. Support the research and data collection necessary to provide responses to Requests For Information (RFI's) from internal and external stakeholders (WFCs, NAVSEA, Congress, etc). Support research required to respond to financial audit and oversight inquiries as required. Prepare, submit, and track purchase requisitions in ERP to ensure funding is executed in accordance with benchmarks and mission requirements. Utilize financial data and Excel to develop, maintain, and distribute various reports to monitor key metrics of program funding (status, obligations, expenditures, etc). Develop draft budget and funding related briefings and reports, conduct analyses, report financial risk, and provide technical advice and recommendations in these areas to the Government Program Manager, Business Financial Manager (BFM). Assist with the development of fiscal year spend plans, including insertion, review and analysis and recommendations on Tasking Planning Sheets (TPS) and all associated data utilized in or found in NAVSEA Enterprise Planning System (NEPS). Participate and support internal and external meetings and briefings. The Contractor shall interface between Program Office and various stakeholders and respond to internal and external inquiries.
Education and Experience:
Bachelor's level degree in any business, technical or managerial discipline. 10 years professional experience in program/project management, financial/cost analysis or operations research analysis. Seven (7) or more years of experience with Navy acquisition and/or In-Service Programs; should include knowledge of Program Management, including the acquisition process, execution of Gate/Milestone Reviews, Preliminary Design Reviews (PDRs), Critical Design Reviews (CDRs), and Production Reviews. Five (5) or more years' experience working with Department of Defense (DOD) Programming, Planning, Budgeting and Execution (PPBE) process as well as the RDTEN, OPN, OMN WPN and/or SCN appropriations. Excellent Microsoft Excel spreadsheet capability. Excellent written communication skills (e.g. drafting program description and impact statements). Active Secret DoD Clearance is required.
Desired Education and Experience:
Experience working with the Program Budget Information System (PBIS) and Budget Object Classification System (BOCS) is highly desirable. Five or more years' experience with DoN Program Objectives Memorandum (POM) process as well as the execution of appropriated funds to include the monitoring of program office expenditures and obligations, spend plans and Unliquidated Obligation (ULO)/Negative Unliquidated Obligation (NULO).
Work Location:
Washington Navy Yard. Telework options for 1-2 days per week; potential for increased telework once established.
