Operations and Planning Project Lead

Job Description:
Are you ready to lead in the identification of new contributor networks and capture ground-truth operational data in order to inform and drive DoD activities and investments? Do you want to help identify and capture new business supporting the DoD and interagency partners? Imagine yourself providing operations expertise, growth support, planning, analysis, business strategy, integration, and training. Parsons is hiring an operations and planning subject matter expert to work closely with our clients while also helping lead growth efforts on Oahu, Hawaii.
SPECIFIC RESPONSIBILITIES:
Serve as the Parsons on-site lead and subject matter expert for operations and planning support to various customers.
Provide advice and expertise for the customers regarding prospective new operations and intelligence target focus areas, innovative processes, and/or approaches to countering near-peer threats.
Help lead and advise customer Operational Planning Teams (OPT) and develop CONOPS.
Integrate support across functional lines of effort, to include, technology assessments, analytic production, interagency/intelligence community outreach, and data platform development.
Support development of new customer initiatives with respect to collection and analysis, including but not limited to Information Operations (IO) campaigns, data science and big data integration, and counter threat finance.
Conduct analysis and integrate with other data sources, including traditional intelligence sources to provide targeting solutions in the competition space and enable leadership decision-making.
Leverage data to identify enablers of extremist elements and/or anti-US sentiments and uncover methods of disrupting their operating spaces and changing behavior at the organizational and individual level.
Manage the execution and delivery of real-time collection and analysis capabilities that will capture sentiments and atmospherics and provide insights into conditions, security apparatuses, and extremist elements.
Facilitate cross-customer integration with respect to Counter Malign Influence (CMI) including but not limited to the Processing, Exploitation, and Dissemination (PED) Center, Chief Data Officer, and Sensitive Activities branch.
Keeps abreast of overall business trends, particularly the current business climate to include changes in customer budgets, policies, and priorities.
Defines and executes long-term business and marketing strategies.
Develops and manages a multiyear, multi-billion-dollar quality pipeline.
Establish and maintain long-term relationships with key client officials.
Identifies potential clients within area of specialty and develops sales strategy.
Ability to conduct CONUS and OCONUS travel, as required (approx. 15%).
REQUIRED EDUCATION/EXPERIENCE:
15+ years’ relevant experience with a Bachelor’s degree; 12+ years with a Master’s (Master’s degree preferred).
15+ years’ experience working as an Operations planner and advisor, including at least 3 years in Information Operations (IO).
Adept with the technology acquisition pathway and integration of R&D capabilities into CCMD plans, large exercises, and operations.
Demonstrated communications skills, including the ability to brief leadership up to and including the SES/GO-FO levels.
Proven ability to design and implement information operations plans and strategies.
Familiarity with artificial intelligence/machine learning (AI/ML) initiatives.
Extensive knowledge of political, military, economic, social, and cultural behaviors related to strategic communications, information operations, and foreign malign influence.
Previous exposure to Special Technical Operations (STO) and Special Access Programs (SAP).
Support to Special Operations Forces strongly preferred.
Valid US Passport.
Active DoD TS clearance with SCI eligibility required.
PREFERRED EXPERIENCE:
US Army MILDEC and/or MISO training.
Demonstrated critical thinking and writing skills, including the ability to draft reports with limited editorial support.
Business Development, proposal experience, and detailed knowledge of the capture process.
Familiarity with Common Operating Picture (COP) / Common Intelligence Picture (CIP) dashboard development.
Prior experience managing cross-functional teams across multiple locations.
Prior Support to DHS or DoD supporting dynamic real-world missions.
Previous deployment experience in the USINDOPACOM AOR desired.
Ability to support business development activities for future USINDOPACOM / DoD Combatant Command efforts.

$165,000.00 - $310,000.00
