Summary The position is in the Architect of the Capitol (AOC), Director Utilities and Power Plant Operations, Insulation Branch. The incumbent serves as an Insulator Worker (Engineering Equipment Operator) performing routine tasks and assisting journey-level incumbents with assignments. The incumbent operates engineering equipment less than 10% of the work time and performs hazardous material removal and disposal, complying with OSHA and EPA safety and reporting requirements. Responsibilities Position has non-competitive promotion potential to the WG-10. The incumbent will work under closer than normal supervision and receive increasing responsibility with the goal of attaining the full performance level (WG-10). MAJOR DUTIES INCLUDE: Insulation Installation, Maintenance, Repair and Removal Installing a variety of insulating materials such as fiberglass, magnesia, asbestos and unicellular foam on the regular shaped surfaces of pipes, tanks, boilers, ducts and other structures which have predominantly straight runs or surfaces and regular curves. Using a variety of prefabricated insulating blocks, pads, sheets or molded forms. Some installations require the use of insulating materials in cement or plaster form for trowel application. The work involves measuring, cutting, trimming and fitting insulating materials in accordance with detailed oral or written procedures and the use of such trade tools and equipment as knives, rasps, scissors, metal banding equipment, metal shears and breaks, and leather palms to cut, form and install the materials. Removing, repairing, enclosing and encapsulating asbestos insulation and other asbestos building products. Ensures that proper precautions are taken to reduce the possibility of releasing asbestos fibers into the environment during repair, removal and encapsulation operations. Utilizes personal safety equipment and supplies to protect personal health and the health of others during asbestos abatement operations. Complying with OSHA and EPA safety and reporting requirements as well as NIOSH, NESH and AHERA regulatory requirements. Hazardous Material Removal and Disposal Performing duties that may involve handling and/or removal of friable and non-friable asbestos. Must possess the knowledge required to safely and legally remove or alter friable and non-friable asbestos, erect protective enclosures, encapsulate asbestos, erect clean rooms, provide negative air and dispose of asbestos. Must possess the skill required to safely operate and maintain asbestos related tools and place asbestos related materials, i.e., mister high efficiency particulate abatement (HEPA) vacuums and filtering systems, drill attachments, negative air machines, half and full face respirators, powered air purifying respirator (PAPR) and sampling tools. Must complete training as prescribed by 29 Code of Federal Regulations 1910 within first six months after assigned to these duties and attend annual refresher courses. Designing and building negative air containment structures or glove bags to prepare for lead and asbestos abatement. Measures, cuts, mixes and shapes insulating materials for complex arcs and irregular shapes and installs protective moisture-proof containment barriers for hazardous materials removal involving lead paint and asbestos. Possession of current Asbestos Abatement and Lead Paint Removal certifications is desirable.
