Director of Business Development

is responsible for identification, qualification, win strategy development, shaping and support of proposal development activities leading to the successful capture of new business.

Responsibilities

Define target markets, identify and qualify new business opportunities specifically aligned with 8(a) and competitive government contracting opportunities, including sole-source contracts and set-asides. Apply Capture Management strategies tailored for 8(a) and competitive government contracting, further qualifying and pursuing new business opportunities in this space. Lead large strategic bids, with an emphasis on developing technical solutions and win strategies that leverage 8(a) set-asides and sole-source contracting vehicles. Drive capture pursuits specifically aligned with the federal government’s 8(a) and competitive contracting process, including pricing, teaming, and compliance with relevant regulations. Lead and negotiate teaming agreements and strategic alliances with an emphasis on partnering with small and disadvantaged businesses under 8(a) guidelines. Develop market strategy for pursuing 8(a) and competitive opportunities, maintain a qualified pipeline in GovWin or other internal tools, and report status of key 8(a) opportunities to senior management. Present opportunity status at gate reviews with a focus on 8(a) and competitive compliance and approvals to progress through the federal acquisition lifecycle. Develop risk management strategies and assess bid and funding probability specifically for 8(a) and competitive contracts, ensuring alignment with federal small business goals. Drive the development of compliant and compelling proposals for 8(a) and competitive government contracts, ensuring alignment with win strategies based on competitive advantages in the 8(a) program. Support proposal teams with specialized knowledge of 8(a) and competitive contracting requirements, ensuring that proposals meet the standards and opportunities specific to this program. Other duties as assigned.

Qualifications

Bachelor's degree relevant business, technical, or professional field of study.

Degree may be substituted for relevant years of experience.

7+ years capture management or related Business Development experience in the Defense, Intelligence of Federal space with proven track record in capture and proposal development. To include:

Experience in developing new business and successfully pursuing medium to large-scale Federal Government business/projects. Experience in the entire capture process. Experience in developing service solutions under all contract types (e.g., FFP, T&M, cost plus) as well as non-IDIQ and IDIQ single or multiple award contracts. Proven record of success in managing Business Development opportunities throughout the entire Federal Acquisition lifecycle from inception to award. Proven track record and business acumen for supporting an 8(a) ANC’s Business Development activities in support of Sole Sources.

Background check required. Knowledge, Skills and Abilities:

Ability to travel and support conferences/networking events while serving as the CARS’ representative. Ability to work nights, weekends and holidays as required. Ability to obtain a Top-Secret Clearance. Ability to work independently and yet be effective within a team setting. Must be capable of managing multiple efforts with time-related constraints in a fast-paced contracting environment. Demonstrated ability to effectively communicate and collaborate with diverse internal and external stakeholder groups and individuals. Friendly presence, helpful attitude, good interpersonal skills, and ability to work well with others. Excellent skills in Microsoft Word, Excel, and other Office applications. Proficient with Microsoft Office Applications, and experience working in a home office setting as well as the ability to train end users on frequently asked technical issues. Ability to provide technical assistance and support over the phone; good phone skills, professional demeanor, previous customer service experience strongly desired. Good problem-solving skills; ability to visualize a problem/situation and think abstractly to solve it.
