Purpose of the Job
The purpose of this position is to perform semi-skilled work in the construction, repair and maintenance of roads, right-of-ways, auxiliary structures, and secondary roads; operate various types of construction equipment in accordance with safety regulations and procedures.
Ensures the safe operations of recycling and landfill; weighs vehicles, directs traffic and assists customers at the landfill. Operates trucks, performs cleaning duties and trains new employees.
The employee will be assigned to the Roads Division or the Recycling & Landfill Division and will be asked to work in either Division as required on a temporary basis.

Minimum Education/Directly Related Experience Required
MINIMUM EDUCATION REQUIRED
High School Diploma or GED.
MINIMUM YEARS OF DIRECTLY RELATED EXPERIENCE REQUIRED
Two (2) years' experience in road construction and maintenance and operation of related equipment; or two (2) years' experience in landfill operations; or equivalent combination of education, training and experience.
PROFESSIONAL CREDENTIALS REQUIRED
Must possess and maintain a valid Driver's License. Within three (3) months of employment, the written portion of the Commercial Driver's License (CDL) testing must be completed. By the end of nine (9) months, a valid Arizona Class A CDL must be obtained.
The probationary period will be met after six (6) months of satisfactory job performance and obtaining the Class A CDL. If the license has not been obtained during the first six (6) months of employment, the probationary period may be extended for an additional three (3) months. If the Class A CDL is not obtained at the end of nine (9) months, the probationary period of employment will be terminated.
This position is subject to drug and alcohol testing.

ABILITIES REQUIRED
Perform moderately heavy manual labor, safely operate heavy road construction equipment and vehicles; conduct traffic control activities; provides emergency road services in relation to flooding, fires, rockslides and heavy snow; inspect and maintain construction equipment and vehicles; lead and train other personnel. Read and write minimum High School level; solve problems using inductive reasoning; make sense of multiple information; speak clearly and sensibly and maintain calm demeanor in stressful situations.

- Operates road construction and maintenance equipment including front end loaders, backhoes, bulldozers, motor graders, paving machines, street sweepers, transfer trucks and compactors, in accordance with all safety regulations and procedures; and landfill equipment, water truck for dust control, compactor, scraper, bulldozer, and loader for piling solid waste and maintain lifts as required. Ensures compliance with safety and environmental regulations applicable to solid waste disposal.

- Grades roads, paves roads, replace asphalt, patches and repairs roads, clean roadways and sweeps streets. Maintains ditches and culverts including removing debris from ditches, installing culverts and ensuring the efficient flow of culverts. Moves dirt at landfill operations according to precise regulations; plans land and slope grades for safe equipment operation and builds refuse lifts.

- Coordinates Department of Corrections inmate work detail.

- Performs manual labor assignments as needed, including fire control, accident and hazardous materials cleanup, guardrail and foliage maintenance and debris removal; cuts and removes brush and trees impacting roadways as required; assists landfill customers to unload refuse safely, and separates recyclable products at the landfill.

- Follows safety regulations on all work zone and flagging sites, including placing barricades and cones; landfill liner leakage testing, waste oil barrel cleaning, freon removal from appliances, recycle battery storage and waste tire program; performs emergency road services in relation to fires, floods and roadway inspection.

- Hauls materials and transports vehicles and equipment to jobsites using various trucks and transporters.

- Inspects, cleans and performs routine operational check on trucks and heavy equipment. Reports necessary repairs.
