Job Description:
PRCH is seeking an IT Business Analyst Contractor to join our team.
Gather and analyze current workflow documentation from as-is to a to-be state for e-procurement implementation.
Conduct business process review based on interviews with staff and reviewing current documented processes.
Work closely with the e-procurement Project Manager, Systems Administrator, Purchasing leadership, and various County stakeholders to prepare for and implement an e-procurement system.
Manage process changes related to the transition from manual to automated workflows.
Recommend, develop, and lead change management strategies impacting internal resources, agency partners, external vendors, and the public.
Develop and understand how business needs will impact implementation, working with teams to adjust processes and document accordingly.
Conduct meetings with the appropriate subject matter experts in business to gather requirements, analyze, and finalize documentation.
Assists in writing test scripts, test cases, and testing results.
Work closely with the operational functional teams, operations management and personnel, agency partners, and various technology teams to facilitate a common understanding of requirements.
Provide training to new PRCH staff and agency partners.

In-depth understanding of requirements definition approaches, including pros/cons, functional decomposition, and use cases.
Accomplished using industry best practices for gathering and documenting complete and detailed requirements.
Self-starter, motivated, independent, versatile team player, and work well under pressure.
Excellent written skills are required.
