Raytheon Estimating and Pricing is seeking a strong candidate for an Estimating & Pricing Principal Specialist position. The qualified candidate will partner and support proposal activity for the Advanced Products & Solutions (AP&S) programs in McKinney, TX. This position provides a tremendous growth opportunity for an ambitious individual to partner with the program leadership team, as well as Program / Capture Managers, Finance, Technical Leads, and functional support.
What You Will Do
Plan and schedule proposal efforts.
Participate in proposal pricing activities & Cost Volume Development by providing support for all phases of the proposal process - proposal development through negotiations.
Compile cost, schedule and technical elements in the development of proposals in accordance with the Request for Proposal (RFP) specifications and compliant with Federal Acquisition Regulations (FAR).
Coordinate the collection and accumulation of cost, scheduling and performance elements from functional departments.
Analyze BOMs and BOEs ensuring reasonableness, adequate rationale and proper backup data.
Research and analyze historical data to support proposal efforts.
Review cost input for reasonableness.
Prepare and present internal management reviews up to the Director level in accordance with the proposal schedule.
Coordinate activities and participate in fact-finding meetings.
Participate in should-cost and pricing reviews with management and customer representatives.
Support DCAA proposal audits.
Participate as a member of the contract negotiating team.
Provide direction/functions as an advisor to subordinate teammates to meet all objectives required for proposal preparation and monitor daily operations.
Ensure all applicable parties (e.g., Engineering, Subcontracts, program management and other E&P colleagues) collaborate toward accurate, current and complete proposal submissions.
Qualifications You Must Have
Typically requires a Bachelor’s and a minimum of 5 years prior relevant experience, or an Advance Degree in a related field and a minimum of 3 years’ experience.
Experience with skills such as Proposal Development and/or Cost Volume Management.
Experience with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), (TINA) and/or other Government Procurement regulations as they pertain to Bid/Cost proposals.
Experience with common industry pricing tools and technology such as but not limited to ProPricer, ACES, MS Office (specifically Excel), etc.
Qualifications We Prefer
Experience with industry estimating and pricing concepts, policy, practices and procedures.
Experience with CAS & Disclosure Requirements including TINA.
Strong verbal and written communication skills, as well as the ability to interact with senior levels of management and customer organizations.
High attention to detail and accuracy.
Proficient with MS Office (Excel, Word, and PowerPoint).
Strong financial acumen gained through academic achievement or employment.
Analytical reasoning with the ability to research issues to resolution.
Ability to adapt to changing requirements and demanding schedules.
Ability to work in a team environment.
Ability to support the DCAA/DCMA audit process.
Develop solutions to a variety of problems of significant scope and complexity.
Must be able to learn processes quickly and apply knowledge to unique situations.
Must be flexible and deal with a wide range of work assignments.
Ability to work independently as well as part of a team.
Self-motivated and able to work through problems with minimal supervision.
Strong mathematical and financial analysis skills.
Organized, ability to manage time and prioritize workload.

The salary range for this role is 77,000 USD - 163,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
Hired applicants may be eligible for benefits, including but not limited to, medical, dental, vision, life insurance, short-term disability, long-term disability, 401(k) match, flexible spending accounts, flexible work schedules, employee assistance program, Employee Scholar Program, parental leave, paid time off, and holidays.
