US Citizenship is required for this role. In addition, the selected applicant must submit to a government background investigation and be favorably adjudicated before their first day.
This hybrid position will require periodic client-site work. Applicants must reside within a commutable distance of Washington, D.C.
The Senior Business Analyst supports the change and configuration management activities related strategic organization design support and operational planning, and collaboration tool research. This includes managing and facilitating meetings, weekly meeting briefing preparation, and meeting minutes. He/she collaborates with the client to understand the structure, policies, and operation of the organization. Conducts needs assessments and preliminary cost/benefit analysis to assist in aligning business initiatives with technology solutions. Works closely with end users to analyze, define, model, and document project requirements to be communicated to other team members.
RESPONSIBILITIES:
- Working with a Project Manager to support the facilitation of a government organization to quickly and efficiently adapt to various change initiatives and projects
- Analyze and inventory changes to business systems and processes or the implementation of new technology and potential effects
- Researching collaboration tools
- Conducting change control meetings and activities related to them
- Working with government staff to facilitate the change decision process
- Working with government staff to implement appropriate information systems to assist in the change review process.
- Conducting After Action Review sessions and resulting decisions and assessments
- Tracking and capturing system outages and any other unplanned production related changes and reports as appropriate
- Update processes to identify and mitigate change risk while reducing overall effort for the organization
- Develop and maintain reports to demonstrate compliance with security guidelines on continuous corrective action.
- Review and update AAR incidents, and develop reports to identify weaknesses in infrastructure, databases, and applications, advocating for resolution of known problems.
- Coordinate with teams to identify outages and gather reliable information.
REQUIRED SKILLS & EXPERIENCE:
- Proven experience as a Business Analyst, preferably in a change or configuration management-related role
- Experience in documenting business processes and identifying areas for improvement
- Independent problem-solving skills, strong analytical abilities, creativity, attention to detail, and a customer service-oriented personality
- Strong communication writing, and presentation skills for effective training and collaboration with stakeholders
- Ability to act as a liaison between testers, developers, clients, and other stakeholders during all phases of development
- Ability to facilitate customer requirements-gathering sessions
- Ability to facilitate customer user acceptance testing
- Experience collaborating with technical staff to define system needs and translate them into business requirements and clear documentation
- Demonstrated ability to prioritize and organize efforts in a fast-paced environment
- Initiative and the ability to work with minimal supervision
- Understanding of the basic principles of system analysis and quality assurance
PREFERRED SKILLS & EXPERIENCE:
- Experience developing training materials and conducting workshops
- Knowledge of records management practices and system of records notices
- Understanding of cross-cutting compliance issues and their implications for business processes.
- Previous experience working with government agencies or regulatory bodies is a plus.
- Certified Scrum Master (CSM)
- Experience in an Agile/Scrum environment
- Experience with relevant CMMI Level 2 & 3 processes (Requirements Development and Management, Configuration Management, Change Management, Technical Solution)
- Experience with tracking systems/requirements databases for requirements and user story management
- Requirements traceability matrix (RTM) development and management
EDUCATION:
- Bachelor's degree in Business Administration, Information Management, Public Policy, Information Technology or a related field preferred. Experience may be substituted in absence of a degree.

Internal title/grade: Business Analyst 6
Salary Range: $93,400 - $135,000
All individuals being hired to work for TCG must submit to, and successfully pass, a pre-employment background investigation prior to reporting for their first day of work. The pre-employment background investigation will include verification of employment and education, as well as, a criminal and DMV check.
Additional documentation and background checks will also be required for positions that require clearance from the Federal government.
